Budget Analyst

This position is located in Baton Rouge, LA, within the Office of Fiscal Operations Job Focus Area. The Louisiana Department of Education (LDOE) is committed to ensuring that every child in Louisiana has access to high-quality education and the resources necessary to succeed. As a Budget Analyst within the School System Financial Services Fiscal Ops Budget Division, you will play a critical role in advancing this mission by assisting that public funds are strategically planned, accurately managed, and aligned with statewide educational priorities.

The Budget Analyst serves as a key financial partner to assigned offices and programs, providing analysis, guidance, and oversight throughout the budget development and execution process. This position supports the preparation of annual operating budgets, monitors expenditures and revenues, and analyzes data. The role requires collaboration with program leaders, and fiscal staff to ensure resources are allocated efficiently and in support of student-focused outcomes.

Minimum Qualifications:

Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information:

  • Manage a portfolio of accounts that includes offices/divisions within the agency and any grants and funds owned by those offices/divisions.
  • Monitors and forecasts revenues and expenditures to identify trends and potential funding problems.
  • Prepares required reports and financial statements, including the compilation and analysis of data.
  • Set up and maintain grant budgets for assigned grants in the LaGov system.
  • Provide client services to program staff and managers within assigned portfolios.

Position-Specific Details:

Appointment Type:
Probational, or Promotional. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression:
This position participates in a Career Progression Group. As part of a Career Progression Group, vacancies may be filled from this recruitment as a Budget Analyst 1/2/3, depending on the level of experience of the selected applicant.
