About This Position

This is an UNCLASSIFIED position responsible for the oversight of administrative and operational emergency transportation of the agency’s Emergency Support Function-1 under the State Emergency Operations Plan.

Minimum Qualifications
  • Experience with disaster/emergency response, developing, planning, and writing emergency plans for standard operating procedures.
  • Experience working in an emergency operations center.
  • Outstanding organizational and communication skills.
  • Certifications in FEMA/DHS IS 100, IS 700, IS 200, and ICs 300 courses.

Applicants must comply with Louisiana and Civil Services laws, and DOTD policies, procedures, manuals, and directives.

Job Specification

This UNCLASSIFIED position requires administrative and operational oversight of the agency's ESF-1 and responsibility for evacuation transportation.

Requires professional-level work experience in planning, analysis, and research.

Ensures development, maintenance, and execution of plans and procedures to perform both functions.

Job Duties
  • Develop, maintain, and execute plans and procedures to carry out the ESF-1 responsibility. Collect, research, document, and analyze data through numerous resources including contact/collaboration with high-level public officials to develop plans and procedures. Validate plans, procedures, and standard operating procedures.
  • Ensure the availability of transportation resources (vehicles for the transportation of people) through contracts, agreements, and mutual aid to carry out ESF-1 responsibilities. Develop and manage the individual and collective training program for emergency preparedness, response, recovery, and mitigation. Perform research on needed training and develop training calendars and schedules.
  • Assist Director in the development, review, and update of plans and procedures annually. Provide training and advice for DOTD personnel supporting COOP responsibilities. Coordinate contracts/RFPs for supplies, equipment, and MOUs with vendors in the COOP arena.
