Position: DOTD PROGRAM SPECIALIST 1-3

About This Position

The incumbent applies knowledge of DOTD operations in the management and upkeep of a DOTD district’s asset data within the MMS program. Job duties involve analysis to prepare correspondence, documentation, and reports on the status and upkeep of asset records. The incumbent works with district and section personnel to collect information for updating asset records, reviews engineering plan sets, analyzes data from the HQ Construction section, project engineer groups, Agile reports, and contracted maintenance activities to determine required asset data additions or updates.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, and DOTD policies, procedures, manuals, and directives.

Qualifications and Experience
  • Three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
  • Six years of full-time work experience in any field; OR
  • A bachelor's degree.
  • Experience substitution:
    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for up to four years of experience.
Job Duties
  • Ensure that asset records within DOTD’s MMS are kept up to date. Updates may be required due to work done by DOTD maintenance crews, construction contracts, maintenance/repair contracts, or permitted projects.
  • Specialize in a particular roadway asset type and serve as the subject matter expert for the team, including learning details, variations, contracts, deployments, and any changes to federal specifications statewide. Train team members and keep them updated on developments related to their asset type specialization.
  • Serve as an onsite aid to the district for proper recording of maintenance activities on these asset types, including maintenance work performed on a specific asset in the MMS and potential data changes on an asset within that asset’s database, whether online or via tablet mobile software. Troubleshoot software and databases as needed.

Appointment Type: Probational, Promotional, or Job Appointment

Career Progression: This position may be filled as a Program Specialist 1, 2, or 3, depending on the level of experience of the selected applicant(s).

Compensation:

  • Program Specialist 1 – 1,348.80 bi‑weekly
  • Program Specialist 2 – 1,443.20 bi‑weekly
  • Program Specialist 3 – 1,652.00 bi‑weekly
