Position: ASSOCIATE COMMISSIONER FOR FACILITIES PLANNING AND EMERGENCY MANAGEMENT

Associate Commissioner For Facilities Planning And Emergency Management

The Louisiana Board of Regents is seeking an accomplished facilities and emergency management professional to serve as Associate Commissioner for Facilities Planning and Emergency Management. This executive-level role coordinates statewide Capital Outlay and Deferred Maintenance recommendations on behalf of Louisiana's four public higher education systems.

The Associate Commissioner serves as Regents' primary liaison for facilities, emergency management, and property control; monitors administrative and legislative actions; advises agency and higher education leadership; and provides centralized coordination, reporting, and support to public postsecondary institutions during natural disasters and other emergency events.

ABOUT THE ORGANIZATION

The Board of Regents is established in the Louisiana Constitution as the state's coordinating board for higher education. Regents works with four management boards, thirty-two public degree-granting institutions, and four special-purpose institutions. It sets statewide higher education policy, advocates for systems and institutions, distributes state-provided funding in accordance with legislative actions, and administers grant programs that advance postsecondary education.

The Board of Regents includes three programs: the Board of Regents, the Louisiana Office of Student Financial Assistance (LOSFA), and the Louisiana Universities Marine Consortium (LUMCON). The Division of Finance and Administration oversees the agency's financial and budget matters, administrative policies and procedures, and facilities, and supports Regents' constitutional role in reviewing operating and capital needs and recommending capital construction priorities.

IDEAL CANDIDATE PROFILE

  • Strategic leadership in facilities planning, capital programs, emergency management, or public-sector administration

MINIMUM QUALIFICATIONS

Education:

Baccalaureate degree in business administration, architecture, engineering, construction management, or another related field.

Experience:

Minimum seven years of professional-level experience in a higher education or public-sector setting; direct experience with the State of Louisiana's Capital Outlay process; familiarity with emergency management principles; or an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS

Master's degree in business or public administration, architecture, construction management, engineering, or another related field.

JOB DUTIES

Facilities Planning & Capital Outlay

  • Coordinates the annual Capital Outlay Budget recommendation cycle, including campus site visits; reviews and analyzes system submissions on behalf of institutions; and develops funding recommendations for the Board of Regents Facilities and Property Committee.
  • Monitors the annual Capital Outlay bill and other legislative instruments, provides requested information, and testifies before committees as needed.
  • Provides oversight, review, and monitoring of legislative acts relating to facilities and property, including Acts 959 of 2003 and 751 of 2024.
  • Represents Regents in meetings with the Division of Administration's Office of Facility Planning and Control, legislative committee staff, system facility directors, and other partners; serves on facility-related committees and assists with designer and contractor selection.
  • Reviews and monitors projects using alternative financing methods and recommends institutional requests for Interim Emergency Board leases of institutional property or facilities.
  • Provides analysis of the Board of Regents Facilities Inventory and Space Utilization Data System.

Emergency Management & Public Safety

  • Consults with public postsecondary institutions during emergency events and prepares status reports on recovery efforts, needs, and preliminary damage assessments.
  • Coordinates requests for higher education disaster relief through the state's official emergency management software system, WEBEOC.
  • Coordinates efforts to strengthen postsecondary public safety through training, assessments, and evaluations of infrastructure needs.
  • Monitors federal, state, and local regulations affecting public postsecondary emergency response plans and provides guidance regarding changes.

Executive Advisory & Governance

  • Advises the Board, Commissioner of Higher Education, and Deputy Commissioner for Finance and Administration on facilities and property matters affecting Louisiana public postsecondary institutions.
