The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

This is a highly responsible and impactful role within the Administrative Division of OBH, ideal for a detail‑oriented professional who thrives in contract management and compliance. This position oversees the full lifecycle of contracts and cooperative endeavor agreements supporting funding to ten Local Governing Entities (LGEs), ensuring compliance with state and federal requirements. The incumbent serves as a key liaison with internal and external partners, including LDH Legal, the Office of Management and Finance, and the Office of State Procurement, and plays a critical role in monitoring expenditures, initiatives, and outcomes.

This role offers the opportunity to collaborate across teams, contribute to meaningful public service initiatives, and support the success of programs that make a real difference statewide.

Qualifications
  • Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Six years of full‑time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
  • Conduct technical reviews of all LGE/OBH contracts and cooperative endeavor agreements to ensure compliance with LDH and OBH policies, state and federal requirements, and accuracy of all contract details throughout the approval process.
  • Track contracts through all stages of review and approval, coordinating with OBH program managers, LDH Contracts and Review, the Division of Administration, the Office of State Procurement, and LaGOV to ensure timely processing.
  • Research, analyze, and maintain current policies, regulations, data, resources, and forms related to statewide behavioral health and social services programs, with a focus on LGE political subdivisions.
  • Log, track, and maintain contracts, CEAs, amendments, and budget revisions in web‑based databases on a daily basis, including monitoring contract locations, statuses, and resolving issues in collaboration with executive staff, program managers, and LGE partners.
  • Assist with monitoring contract deliverables and expenditures to ensure compliance with performance measures, budget requirements, and funding guidelines, and provide guidance on budget formulation and document development.
  • Monitor, report, and support contract activities related to statewide behavioral health programs, including generating routine and ad hoc reports, assisting with training for OBH and LGE staff, and supporting investigations, emergency preparedness, and other assigned duties.
