HR Manager, Employee Relations
The Payroll Manager is responsible for overseeing the accurate, timely, and compliant execution of payroll operations across a multi-state, multi-entity, and unionized environment. This role provides leadership and hands‑on oversight of payroll processes, systems, and staff, ensuring adherence to federal, state, and local wage and hour regulations. The Payroll Manager collaborates with internal stakeholders and external partners to support payroll compliance, reporting, and audit requirements.
EssentialFunctions
- Manage and oversee multiple weekly and bi‑weekly payroll cycles across various entities and operational divisions.
- Lead and support payroll staff to ensure accurate processing, validation, and reconciliation of payroll data.
- Coordinate payroll system readiness, including manual, automated, and semi-automated data integrations between payroll, timekeeping, and HR systems.
- Support the development, implementation, and ongoing review of payroll compliance standards related to FLSA and applicable state wage and hour regulations.
- Manage payroll tax reporting, filings, and payments in coordination with outsourced payroll tax service providers and applicable tax jurisdictions.
- Oversee annual W‑2 processing, reporting, and distribution.
- Support the administration, compliance, and reporting of multiple paid time off plans.
- Participate in monthly and annual financial close activities related to payroll, as well as internal and external audits, including union benefit and payroll tax audits.
- Maintain effective working relationships with Finance, Human Resources, Operations, and external vendors.
- Provide guidance, direction, and technical expertise to payroll staff, exercising discretion in prioritization, issue resolution, and process improvements.

This position is primarily performed in an office environment and requires the ability to sit for extended periods of time, use a computer and other office equipment, and communicate effectively with others. The work environment is generally quiet to moderate in noise level.
Required Education, Experience, Certification and Licenses- Certified Payroll Professional (CPP) OR five (5) years end‑to‑end multi‑state payroll processing.
- Advanced proficiency in Microsoft Excel.
- Comprehensive knowledge of payroll systems.
- Experience with outsourced Payroll Tax Service Providers (preferred).
- Payroll / HRIS Implementation experience (preferred).
