DOTD is seeking an experienced IT professional to join a strategic, cross‑functional team that partners closely with executive and senior leadership across the Department. This position plays a critical role in identifying technology opportunities, supporting enterprise systems, and guiding IT initiatives that enhance business operations and service delivery.

The incumbent serves as a trusted point of contact for assigned business areas, providing consultation related to IT application planning, project coordination, and system analysis, including support for LaGov HCM and other enterprise applications. This role works collaboratively with internal stakeholders, the Division of Administration, Office of Technology Services, and external service providers to ensure solutions are aligned with business needs and mission‑critical services remain uninterrupted.

This position is well‑suited for professionals who enjoy problem‑solving, stakeholder engagement, and contributing to high‑impact initiatives that support statewide public services. While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
  • Seven years of experience in information technology, project management, or business analysis; OR
  • Six years of full‑time work experience in any field plus five years of experience in information technology, project management, or business analysis; OR
  • An associate’s degree in information technology plus five years of experience in information technology, project management, or business analysis; OR
  • A bachelor’s degree plus five years of experience in information technology, project management, or business analysis; OR
  • A bachelor’s degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, or business analysis; OR
  • A master’s degree plus four years of the required specialized experience.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Note

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties
  • Serves as a subject matter expert in IT systems management for assigned DOTD business areas.
  • Assists management stakeholders with identifying, defining, and prioritizing IT application and project needs.
  • Supports IT application planning, project coordination, and requirements development for new or enhanced systems.
  • Works with the LaGov Support Team and other IT resources to ensure required application services are delivered.
  • Participates in the analysis, development, implementation, and support of enterprise and general IT applications, including LaGov.
  • Coordinates with internal and external IT partners to support system enhancements and continuity of mission‑critical services.
  • Provides customer advocacy by facilitating communication between stakeholders and IT teams and following up on service outcomes.
