Overview
The Division of Administration/Office of Technology Services has a vacancy in the Applications and Data Management Section, specifically within the Geographic Information Systems (GIS) Cluster. This position supports the Governor’s Office of Homeland Security and Emergency Preparedness and other in‑scope agencies. Because of the nature of emergency management, the role may require extended hours, overtime, nights, weekends, holidays, and other non‑traditional schedules during disaster activations or emergencies.
Job Duties- Provide management consultant functions for multiple highly complex projects within the Governor’s Office of Homeland Security, focusing on geospatial analysis, planning, resource allocation, and program analysis.
- Provide management, support, training, and knowledge transfer for advanced disaster‑related decision‑support systems within the State’s Emergency Operations Center.
- Direct the collection of data from executive‑branch departments and manage the centralization and integration of data into geospatial EOC systems.
- Oversee and manage access to selected emergency response systems, collaborating with local, state, federal agencies, and OTS personnel.
- Provide direct reports during emergencies to the State’s CIO, CSO, CTO, and GOHSEP executive leadership, and manage geospatial activities with vendors.
- Provide technical expertise in analyzing, defining, acquiring, and implementing application software packages, integration services, automation software, educational programs, and quality assurance reviews.
- Identify, investigate, and provide solutions to production system problems; develop and evaluate alternatives to determine the best solution.
- Provide systems and technical expertise on projects involving the development of information technology to support departments’ programs and support sections.
- Review requests for information services and recommend the most efficient and effective methods of accomplishment.
- Perform all other tasks, special projects, analysis, studies, and plans as directed.
- Five years of experience in information technology; or
- Six years of full‑time work experience in any field plus three years of experience in information technology; or
- An associate’s degree in information technology plus three years of experience in information technology; or
- A bachelor’s degree plus three years of experience in information technology; or
- A bachelor’s degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; or
- A master’s degree plus two years of experience in information technology.
- Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field.
- A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
- Appointment Type: The vacancy will be filled by either a new hire or the promotion of a current, permanent‑status classified employee.
- Career Progression: The vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.
- Location: This is a full‑time, on‑site position located in the Greater Baton Rouge area.
