Position: Procurement Manager (IT Statewide Manager 2)

About This Job

The Division of Administration/Office of Technology Services has a vacancy for a Manager within the Operations Section (Req. 222250). Pay grade: TS-316. The Office of Technology Services (OTS) seeks a responsible partner to deliver innovative, effective, and reliable solutions supporting IT functions in Executive Branch Departments. This manager will lead and administer the OTS Office of Operations, overseeing procurement of technology goods, services, and technology acquisitions.

Job Duties
  • Provide recommendations for statewide IT acquisitions of the greatest complexity and obtain necessary approvals.
  • Oversee lower‑level personnel engaged in IT acquisitions with vendors.
  • Collaborate with IT staff on negotiation strategies for purchasing goods and services.
  • Monitor vendor performance, ensure compliance, develop and track key metrics, understand billing and fiscal data, identify cost savings, and manage overall vendor performance for services.
  • Recommend improvements to existing agency contracted services processes and practices.
  • Develop and implement a measurable program with key performance indicators for obtaining goods and services used by OTS and executive branch agencies.
  • Serve as technical advisor to OTS executive staff and Agency Relationship Managers on purchasing and procurement policies.
  • Manage and review technical requirements for complex statewide IT purchases and provide technical operational assistance to support OTS projects.
  • Manage supplier/vendor relationships and select new sources as needed.
  • Prepare procurement documents, coordinate special projects, and guide procurement staff.
  • Develop policies and procedures, set schedules and priorities, and drive performance metrics and process improvements.
  • Ensure compliance with state procurement policies, regulations, and procedures.
  • Perform additional duties as assigned.
Qualifications

Minimum qualifications:

  • Six years of experience in information technology or administrative services; OR
  • Six years of full‑time work experience in any field plus four years of experience in IT or administrative services; OR
  • An associate’s degree in IT plus four years of IT or administrative experience; OR
  • A bachelor’s degree plus four years of IT or administrative experience; OR
  • A bachelor’s degree with 24 semester hours in IT, computer science, engineering, mathematics, or business analytics plus three years of IT or administrative experience; OR
  • A master’s degree plus three years of IT or administrative experience.

Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, substituting for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
