Position: Portfolio Delivery Manager (PMO 50695827) - IT Statewide Manager 3

Overview

The Division of Administration/Office of Technology Services has a vacancy for a Portfolio Delivery Manager position located in the Product Delivery Section. The position has an assigned pay grade of TS-317. Req. 222094.

This role is a supervisory position managing IT Statewide Senior Program Managers who apply project and portfolio management methodologies to highly complex information technology initiatives, including project intake and prioritization, workforce and capacity planning, procurement, portfolio governance, and delivery oversight. The manager reports to an IT Statewide Director 1 or higher authority.

Qualifications
  • Seven years of experience in information technology or administrative services.
  • Six years of full‑time work experience in any field plus five years of experience in information technology or administrative services.
  • An associate’s degree in information technology plus five years of experience in information technology or administrative services.
  • A bachelor’s degree plus five years of experience in information technology or administrative services.
  • A bachelor’s degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services.
  • A master’s degree plus four years of experience in information technology or administrative services.

Experience substitution:
Every 30 semester hours earned from an accredited college or university counts as one year of experience toward the six years of full‑time work experience in any field, up to a maximum of 120 semester hours (four years). A certification in an approved area may be substituted for education and/or experience requirements at the time of hire or promotion.

Responsibilities
  • Lead the planning, coordination, and execution of complex projects and strategic initiatives, ensuring successful delivery of programs aligned with organizational goals and maximizing operational value.
  • Provide leadership, administrative oversight, and strategic guidance for a team of IT senior program managers.
  • Conduct regular meetings to monitor productivity, communicate expectations, provide feedback, and support professional development.
  • Oversee performance planning and evaluations, identify growth opportunities, and provide coaching and training.
  • Review staffing requests and recommend workforce planning and operational needs to leadership.
  • Contribute to strategic planning and recommend policy or process improvements.
  • Monitor team progress toward departmental goals, providing status updates and performance reporting.
  • Support budget planning activities, including projections, financial requests, and coordination with budget offices.
  • Develop and improve project management processes, templates, documentation standards, and portfolio management resources.
  • Assist with audits, compliance activities, and governance framework development.
  • Evaluate emerging technologies, software solutions, tools, and training opportunities.
  • Support procurement activities, including specifications, scopes of work, vendor evaluations, contract negotiations, and resource requests.
  • Perform special projects and leadership assignments such as research, reporting, committee participation, and operational support as needed.
