Job DescriptionThis manager is responsible for leading and administering the unit within OTS by managing the process to procure technology goods, services and technology acquisitions within the OTS Office of Operations. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. OTS will work to increase the return on the State's investment in technology by promoting smart decision‑making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
In this role the manager will oversee statewide information technology acquisitions of the greatest complexity, obtain necessary approvals, and provide oversight of lower‑level personnel engaged in IT acquisitions with vendors. The manager will work with OTS executive management, Agency Relationship Managers, the Office of State Procurement, and executive branch state agencies on behalf of OTS, and report to the IT Director of Vendor Provider Management.
Minimum Qualifications- Six years of experience in information technology or administrative services;
- Six years of full‑time work experience in any field plus four years of experience in information technology or administrative services;
- An associate’s degree in information technology plus four years of experience in information technology or administrative services;
- A bachelor’s degree plus four years of experience in information technology or administrative services;
- A bachelor’s degree with twenty‑four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology or administrative services;
- A master’s degree plus three years of experience in information technology or administrative services.
- Experience substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. - A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
- Provides recommendations for statewide information technology acquisitions of the greatest complexity and obtains necessary approvals.
- Provides oversight of lower‑level personnel engaged in information technology acquisitions with vendors.
- Receives broad direction from the IT Director for Vendor and Provider Management and other higher executive management within OTS.
- Works directly with OTS executive management, OTS Agency Relationship Managers, the Office of State Procurement, and executive branch state agencies on behalf of OTS.
- Manages and provides oversight in collaboration with IT staff on negotiation strategies as it relates to the purchasing of goods and services.
- Manages the operations and activities of monitoring vendor performance, ensuring compliance, developing, and tracking key metrics, understanding billing, fiscal data, identifying cost savings, and managing overall vendor performance for services.
- Makes recommendations on improving existing agency contracted services processes and practices.
- Develops and implements a measurable program, to include key performance indicators, for obtaining goods and services used by OTS and executive branch agencies.
- Serves as technical advisor to all OTS executive staff and Agency Relationship Managers on all purchasing and procurement policies.
- Manages and reviews technical requirements for the most complex statewide information technology purchases and provides technical operational assistance to support OTS projects.
