The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS), Administration division and is responsible for providing strategic consulting and direction in the areas of strategic planning, business analysis, and quality assurance. Supervision is received from an IT Statewide Director 3 or higher-level authority.
Minimum Qualifications- Seven years of experience in information technology, project management, business analysis or administrative services; OR
- Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR
- An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR
- A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR
- A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR
- A master’s degree plus four years of experience in information technology, project management, business analysis or administrative services.
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Duties Business process/program analysis- Analyze and evaluate business processes across multiple program areas to identify opportunities for improved efficiency and performance through technology.
- Provide expert consultation and guidance on using systems and programs to transform business data into meaningful performance metrics and impact assessments.
- Serve as a technical resource for business process mapping, process analysis, and technology-driven process improvement initiatives.
- Collaborate with stakeholders to assess current workflows, recommend enhancements, and support the implementation of best practices.
- Gather and analyze user feedback through ongoing process reviews, recommending continuous improvements to optimize business operations.
- Assist OTS in multiple program areas in the quality assurance analysis of existing IT support systems for business processes measurements and impact assessment evaluation, and recommend design improvements of such systems or processes for more effective use.
- Collaborate with executive leadership to develop strategic plans, operational plans, performance indicators, and long-range technology initiatives.
- Evaluate the impact of new legislation, regulations, policies, and rules on organizational operations and statewide systems.
- Recommend strategic solutions and reporting initiatives that support informed decision-making by executive leadership.
- Prepare and oversee the development of highly complex reports, analyses, and presentations for executive management and legislative bodies.
