Office of Enforcement (OENF)

OENF ensures regulatory compliance, protects public and environmental interests, and maintains accountability through rigorous inspections and transparent oversight.

• Perform Integrity Management Program (IMP), Control Room Management (CRM), Liquefied Natural Gas (LNG), Breakout Tank (BT), and Underground Natural Gas Storage (UNGS) protocol inspections, and assist in enforcement procedures.
• Conduct on‑site inspections of complex jurisdictional gas and hazardous liquid pipeline systems, including:
  • Review and evaluate procedures for operations & maintenance manuals, emergency plans, and related operational procedures.
  • Assess record‑keeping procedures and actual records for compliance with federal and state regulations.
  • Inspect transmission/gathering pipelines, bi‑directional pipelines, multi‑product pipelines, and offshore pipelines.
• Perform physical facility inspections, which may include:
  • Cathodic protection test
  • Atmospheric corrosion inspection
  • Over pressure protection and/or relief test
  • Odorization test
  • Construction inspections
  • Accident/incident investigations
  • Right‑of‑way rides to verify absence of third‑party damage hazards
  • Drug and alcohol inspection of operator programs
  • Integrity management assessment
  • Operator qualification review
  • Control room management evaluation
  • Public awareness plan review
  Conduct exit interviews with facility representatives to discuss findings and provide guidance.
• Provide safety expertise and assistance to pipeline owners/operators, including audits of operations, maintenance procedures, emergency procedures, construction procedures, and drug and alcohol program compliance.
• Maintain inspector qualification through attendance of PHMSA Office of Training and Qualifications programs in Oklahoma City.
• Monitor changes to assigned operators’ physical facilities and operational status; assist in preparing department, office, or agency reports.

Bachelor’s degree in a geoscience field or engineering is required.

Appointment Type: Probational

Career Progression: The position participates in a Career Progression Group.

Work Schedule: Flexible hours.

Compensation: Salary will be determined based on qualifications and experience, within the range applicable to the selected level.

Location: South Louisiana; incumbents in the Special Projects group are supervised by the Petroleum Scientist Supervisor.

The amounts listed above represent maximum career earnings for each level and are not the allowable pay for a new hire.

Invest applicants must meet the minimum probationary period requirement of twelve (12) months. If a current state employee is selected, they may need to accept a probational appointment in lieu of promotion. Additional vacancies may be filled within 90 days of the closing date.
