An engineering construction inspector acts as the on‑site liaison between project owners, engineers, and contractors. They monitor active construction sites to ensure that materials, workmanship, and structural dimensions strictly comply with approved blueprints, safety codes, and government regulations. This position inspects construction projects and as‑builts for compliance with established standards. It reviews development plans and proposals, including technical information reports. Performs routine engineering related work for environmental, water, sewer, street, and drainage and other community infrastructure, development projects and programs.
It assists engineers in the application of principles, methods and techniques of civil engineering technology.
- Reviews project specifications and confers with City Engineer concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes and reports.
- Researches records, maps and other data to obtain typical engineering data such as location of sewer stubs, water mains, and hydrants, etc.
- Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete and asphalt.
- Assists in the review of public and private project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans.
- Assists in project management for the construction of the municipal projects.
- Assists in the preparation of sanitary sewer, water, storm drainage and street system maps, databases and comprehensive plans.
- Reviews applications for utility permits, street use permits, etc. Issues routine permits.
- Performs a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, reducing field notes, printing and/or copying of materials, answering phones and responding to inquiries from contractors, developers, property owners, staff and the general public.
- Conducts materials testing and analysis.
- Prepares reports detailing tests conducted and results. Drafts and calculates field notes to document quantities, alignment, grade and locations according to project plans or to document monthly and final progress estimates.
- Inspects construction site to determine conformance of site to design and bid specifications.
- Assists engineers to ensure that construction and repair of transportation, water or wastewater systems meet control requirements.
- Performs and coordinates sidewalk inspection, maintenance and enforcement programs, right‑of‑way permits, and prepares recommendations for the release of maintenance bonds.
- Inspects projects to determine applicability of releasing performance and/or maintenance Bonds.
- Measurement of right‑of‑ways prior to sidewalks being formed.
- Represents the City at pre‑construction meetings.
- Perform traffic engineering studies including field installation/retrieval/maintenance of equipment, downloading data, and providing reports to Engineers, WSDOT, or citizens.
- Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
- Timely and regular attendance.
- Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
- Performs other duties and responsibilities as assigned.
- Position may be required to provide support and/or cross coverage for other Engineering Technician II positions.
- Civil engineering principles, practices and methods as applicable to a municipal setting; some knowledge of applicable City policies, laws and regulations affecting Division activities.
- Considerable skills in operating the listed tools and equipment; skills in basic drafting, surveying, flagging, traffic control and construction practices.
- Prepare, organize and maintain engineering field and office data, reports and systems.
