Pursuant to the terms of General Rule 29, all Battle Ground Municipal Court staff are under the supervision of the presiding judge and are employed by the judicial branch. Under the direction of the Court Administrator this position plans, implements and oversees the daily operations of the Municipal Court including responsibility for supervision, training, evaluation, and development of court staff. Supervises and oversees collections, accounting functions, court procedures, and the development of and updates to court processes.
Acts as the Court Administrator in their absence.
Work is performed in accordance with professional standards, court policies and procedures, city ordinances, state regulations and court rules to provide highly responsible professional leadership in the management of the court.
- Oversee the functions of the Battle Ground Municipal Court.
- Supervise court staff including but not limited to training and development of employees; planning, assigning, and directing work; addressing complaints and disputes; resolving problems; appraising performance; recommending disciplinary actions; implementing organizational changes; approval of timesheets; approving and scheduling leave time.
- Coordinate jurisdictional meetings and providing statistical reports to all jurisdictions that the court services (City of Battle Ground, City of Ridgefield and City of La Center). Update each jurisdiction with legislative changes and the impact on the court.
- Assist with process and procedures regarding any new legislation and ensures compliance with legislative requirements.
- Monitor, and review the timely collection and disbursement of all fines and court fees in conformance with state statutes and oversees collections, accounting functions, including bankruptcies.
- Communicate a wide variety of information to all levels of court customers including attorneys, law enforcement agencies, defendants, victims and state agencies regarding court procedures by telephone, email, mail or at the counter.
- Responsible for Interstate Compact Compliance (2005 Federal Legislation). Accurate screening and eligibility of charges for defendants living out of state, per contract with Clark County.
- Process correspondence from defendants which requires identifying the issue, researching the request, referring to the Judge, process correspondences from Department of Corrections inmates, respond to defendants and making all appropriate docket entries.
- Serve as clerk to the Judge during court proceedings. Performs other court-related tasks such as recording and logging proceedings, marking exhibits and procuring a jury. Process and implement judge’s orders; prepares and processes bench warrants, vacating orders and expungements and send to appropriate agencies.
- Interpret and apply laws, rules, codes, and procedures governing case processing and/or courtroom procedures. Develop and implement new policies and procedures for court due to rule changes. Work directly with the Court Administrator, Judge and the Prosecutor on legal issues and effects on the court.
- Assist with monitoring processes for supervised release; amended orders; billings; and release conditions imposed.
- Assist with notifications to Department of Licensing (DOL) of pre-trial ignition interlock imposed and monitor and ensure correct reporting and removal of ignition interlock requirement when applicable.
- Assist with monitoring and reporting processes for: firearms orders; domestic violence-no contact orders, and mental health 10.77 orders.
- Responsible for Municipal Court webpage content and updates.
- Process and complete month end reports for Battle Ground, Ridgefield and La Center, and disburse bail refunds, and restitution to the appropriate parties.
- Provide backup assistance to Court Clerks by entering cases such as criminal citations, traffic citations, parking tickets and code enforcement into the Judicial Information System (JIS) which requires verifying personal information.
