The ALICE Mobility Navigator is a grant-funded position responsible for coordinating United Way of Greater Baytown Area & Chambers County's ALICE Mobility Program. The Navigator works directly with participating households to provide goal-focused navigation, coordinated referrals, barrier reduction supports, and ongoing coaching that helps families move toward greater financial stability.

The Navigator also serves as a key liaison between United Way and community partners, helping coordinate services, strengthen collaboration, and improve outcomes for ALICE households. Through direct engagement, resource coordination, and outcome tracking, this position plays a critical role in implementing United Way's Elevating ALICE strategy and advancing economic mobility in our community.

Key Responsibilities and Performance Expectations Program Implementation and Coordination
  • Lead implementation of the ALICE Mobility Cohort model.
  • Coordinate participant onboarding and documentation.
  • Manage barrier reduction supports and participant incentives.
  • Maintain program workflows, policies, and procedures.
  • Support continuous improvement and evaluation efforts.
Client Case Management
  • Assists and coordinates in securing support services for families in need of assistance in relation to health or welfare needs.
  • Advises clients on the availability of programs in the community that may provide assistance, and has knowledge of eligibility criteria for and provides referrals to such programs.
  • Build relationships with participants through consistent engagement, active listening, and accountability.
  • Conduct participant intake, enrollment, and eligibility verification
  • Develop individualized mobility plans and goal-setting strategies.
  • Assess barriers to employment, housing, transportation, childcare, and financial stability.
  • Provide ongoing coaching and accountability.
  • Coordinate warm handoffs and referrals to community partners.
  • Conduct regular follow-up meetings and monitor participant progress.
  • Monitor participant progress and document outcomes throughout program participation.
Community Information Exchange (CIE) and Data Management
  • Utilize the Community Information Exchange platform to coordinate referrals and services.
  • Maintain accurate participant and referral records.
  • Track service utilization, outcomes, and mobility indicators.
  • Support grant reporting and community impact reporting.
  • Develop the system and data infrastructure to support long term program success.
Community Partnerships and Collaboration
  • Build and maintain relationships with mobility partners and referral organizations.
  • Coordinate communication between participating partners and enrolled households.
  • Participate in case conferencing and collaborative service planning.
  • Identify service gaps and opportunities for additional resources.
  • Provide training to community partners on referral processes, CIE workflows and expectations, as needed.
Community Action and Public Awareness
  • At times will represent United Way at community meetings, workplace campaigns, presentations, and events when needed, serving as a professional and informed ambassador.
  • Will make relevant presentations to a variety of groups and individuals.
  • Support volunteer recruitment, orientation, recognition, and engagement activities.
  • Coordinate stewardship activities that deepen relationships with sponsors, donors, and community partners.
  • Assist with donor and sponsor recognition initiatives throughout the year.
  • Other duties as needed to ensure relevant communication tools are in use and that events and meetings are successful.
General Duties
  • All team members will actively support disaster response and recovery with specific tasks and assignments, as needed.
  • Support general office duties: answering the main office phone line and greeting and helping individuals that enter the office.
  • Ensure phone calls and emails are managed in a timely manner and that all safety protocols are in place.
  • Other duties as needed to support departmental operations.
  • Perform additional duties as assigned.
