Specialized Populations Officer

Location:

Beatrice, NE.

Salary:
Starting Salary $60,313.77 annually (Hiring Rate $28.997 per hour). Immediate growth: 2.5% pay increase after successful probation period. Higher starting pay may be considered based on education and experience, subject to management approval. Annual cost‑of‑living adjustments on July 1, subject to State Legislature approval.

Job Summary

This position is responsible for providing case management and supervision of high‑risk individuals in the Problem‑Solving Court (PSC) program, post‑release supervision and other high‑risk adult and juvenile probationers, including sex offenders, domestic violence offenders, and drug offenders.

Travel Expectations & Coverage Area

Regular travel required across southeast Nebraska, primarily Jefferson County, with additional areas as needed. Field visits and regional travel may be required to support operations.

Responsibilities
  • Perform pre‑sentence investigations, classification and clinical assessments for PSC participants to identify needs.
  • Develop and track case plans to manage goals.
  • Work with treatment providers in the community and investigate violations.
  • Conduct cognitive group therapy meetings and oversee drug testing.
  • Prepare and submit progress reports and violation reports.
  • Arrest or detain probationers per statute when necessary.
  • Perform field and home visits for assessment and reassessment.
  • Assist in relapse prevention planning and develop relapse prevention plans.
  • Facilitate supervision, cognitive, skill‑building and life‑skills groups.
  • Maintain client information in appropriate systems and prepare reports for court.
  • Participate in team supervision with referral sources and collaborate on treatment processes.
  • Perform other duties of a similar nature or level as assigned.
Requirements / Qualifications
  • Education: Bachelor’s degree in social services, criminal justice or directly related field.
  • Experience: Minimum of 2 years of case management experience in related fields. Equivalent combination of education and experience may be considered.
  • Knowledge: Customer service principles, criminal justice system, laws, court procedures, interview and assessment procedures, intervention policies and procedures, cognitive skill building, motivational learning, social learning theory, crisis intervention techniques, modern office procedures, recordkeeping principles, document review techniques, computer applications.
  • Skills: Home visit execution, interviewing probationers, tracking location(s), utilizing probation techniques, applying laws, preparing reports, operating computers, effective communication and interpersonal skills.
Physical Requirements

Light Work:
Exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, or negligible force constantly. Environmental threats, odors, dusts, inadequate lighting, and travel may be part of the assignment.
