Position: Victim's Advocate - Class 3 Basic

Class III Basic Victim Advocates are not considered supervisors. Class III Basic Victim Advocates work under supervision, conducting follow‑ups on domestic‑related incidents as assigned. Victim Advocates research prior incidents of domestic violence and identify patterns of abuse. The advocate will investigate and assist victims with the development of safety plans and provide victims with additional resources as necessary. This investigative process entails the interviewing of victims and witnesses, the collection of additional evidence, documenting injury progression, preparation of written reports documenting patterns of abuse, and the investigative procedure for each case assigned.

Victim Advocates will appear in court for testimony and support for victims as necessary. Advocates will ensure that victims' rights are protected in accordance with the SC Constitution (Art I, Section 24). Reports to the assigned Supervisor in Criminal Investigations.

Under S.C. Code 04‑09‑30 (7) of the South Carolina Code of Laws County personnel systems, employment and discharge authority does not extend to any personnel employed by departments or agencies under the direction of an elected official. Class III Basic officers are governed by Order 2021‑LETC‑001 and are authorized to perform only the following duties:

  • Service of lower risk or administrative civil process while in proximate contact with a Class 1 certified law enforcement officer,
  • Crime scene, evidence collection/processing, and forensic services.
  • Victims' services.
  • Administrative duties including but not limited to duty/desk officer.
  • Supervision of Class 1, Class 2, and Class 3 officers performing administrative duties.
  • Services of arrest warrants and Uniform Traffic Tickets upon persons in custody at the detention facility or in the company of a Class 1 officer, and.
  • 7. Service of search warrants in the following circumstances: on third parties, such as cell phone companies or utilities; and on property that is in the custody of law enforcement such as an impounded car, briefcase, or luggage.
  • Essential Duties and Responsibilities
  • Identify patterns of Abuse.
  • Interview victims, witnesses, and suspects.
  • Represent victims in Bond Court and other court proceedings.
  • Assist victims in the development of safety plans.
  • Ensure that victims' rights are protected.
  • Represent victims in Bond Court.
  • Provide Bond Court clerks and Magistrates with information for Bond Conditions.
  • Meet with victims and photograph injury progression.
  • Train other officers in Domestic Violence Awareness and Safety guidelines.
  • Maintain a current list of resources to assist families in need.
  • Ensures the operational safety and inventory for assigned Sheriff's Office vehicles and other assigned equipment.
  • Prepares detailed written reports, correspondence, and prepares detailed papers as requested.
  • Responsible for ensuring compliance with all agency directives, orders, policy, and procedures.
  • Coordinates law enforcement personnel matters with the supervisor.
  • Develop proactive programs and strategies directed at proactive alcohol enforcement.
  • Ensuring evidence is handled and maintained in accordance with established agency policy and procedures.
  • Collaborate with other departments and agencies for additional treatment plans and follow‑up investigations.
  • Responsible for coordinating with other law enforcement agencies as required.
  • Provide victims and families with resources for counseling, drug and alcohol rehabilitation, and the development of support groups.
  • Participates in community relations efforts.
  • Assist officers in obtaining search and arrest warrants as necessary inactive cases.
  • Assists in supervision in reviewing all cases involving Summary Court, General Session Court, preliminary hearings, General Session Bond hearings, Family Court hearings, and probation or parole hearings.
  • Performs other duties as required to ensure a high quality of services.
