PRIMARY
PURPOSE:
Support the effective implementation of bilingual and ESL instruction for grades PreK-12. Coach and support Bilingual/ESL teachers in applying second language acquisition strategies to help Emergent Bilingual students (EBs) and immigrant students achieve English proficiency and meet state academic standards. Implement innovative, research-based instructional programs and collaborate with campus leadership to enhance dual-language instruction and biliteracy development.
QUALIFICATIONS:
Education/Certification:
* Master's degree in education administration, curriculum and instruction, or teaching from
an accredited university or college
* Principal's certification (preferred)
* Knowledge of T-TESS Dimension and Domain
* Bilingual/ESL certification with a strong background in bilingual education
* Must be eligible for employment in the United States
Special Knowledge/
Skills:
* Academically Proficient in English and Spanish
* Strong knowledge of Bilingual/ESL/ESOL Program Models
* Leadership and facilitation skills (teachers, parents, and staff)
* Intermediate to high knowledge of word processor, database, and desktop publishing
* * Knowledge of Texas Essential Knowledge and Skills (TEKS) and English Language
Proficiency Standards (ELPS)
* Knowledge of LPAC Procedures
* Knowledge of PEIMS coding of EBs
Experience:
Minimum of 3 years of successful teaching in bilingual, ESL, and/or foreign language programs.
MAJOR
RESPONSIBILITIES AND DUTIES:
Instructional Management
* Coordinate with the Bilingual and ESL Languages Department Director to provide strategic and ongoing support for Bilingual/ESL/ESOL teachers and instructional aides at each campus.
* Coordinate the initiation and implementation of new programs within assigned divisions of the department, applying research findings to develop and refine program guidelines and procedures.
* Provide leadership in assessing needs and establishing measurable objectives for assigned programs, divisions, or units.
* Ensure Emergent Bilingual (EB) students in bilingual programs receive appropriate instruction in both languages across all content areas, as required by the specific bilingual program model implemented in the district.
* Utilize multiple student assessment measures to inform instructional intervention strategies and accelerated instructional placement.
* Coordinate with counselors to ensure that English Learners (EBs) are scheduled with the appropriate certified teachers in alignment with their academic needs.
* Work collaboratively with campus teams to form study groups that review current literature and identify significant research related to second language acquisition programs and curricula.
* Serve as a resource for teachers in content areas and in the use of Academics in the Second Language program materials, texts, and software.
* Collaborate with campus teams and university partners to recruit and enroll teachers in Bilingual/ESL/ESOL certification programs.
* Assist in the planning and implementation of Teacher Summer Institutes, as applicable.
* Assist in the development and maintenance of a system for the continuous formal evaluation of assigned divisions or units, focusing on their impact on the overall program.
* Prepare and disseminate information about program services to school personnel, public and private agencies, the community, and professional organizations.
* Help develop and maintain a system for collecting data for audit purposes and to support program development and the use of materials and equipment.
* Support the Curriculum Department with major district wide staff development initiatives, conferences, and other instructional endeavors, including assigned curriculum areas.
* Analyze data (e.g., RDAs, STAAR, local assessments, criterion-referenced and norm-referenced assessments) to ensure student needs are met and instructional support is effectively provided.
* Develop an action plan to improve student achievement based on various data sources; this plan should include professional development, classroom support, and administrative assistance.
* Ensure district compliance with all state and federal regulations and timelines related to bilingual, ESL, and foreign language programs.
* Maintain comprehensive records (e.g., sign-in sheets, agendas, handouts) of professional development sessions attended by teachers, parents, and administrators.
* Assist in completing all necessary reports for the Bilingual/ESL/ESOL and targeted instructional programs.
