Coordinator – Compliance and Outreach

The Special Education Child Find & Compliance Specialist ensures the District's compliance with federal and state special education requirements related to Child Find, evaluation timelines, eligibility, IEP implementation, and the provision of special education and related services.

Under the direction of the Senior Director of Special Education, this position coordinates and monitors Child Find activities, evaluation timelines, compliance documentation, and special education accountability requirements. The Specialist serves as a primary district resource for Child Find and compliance-related questions and supports campuses in maintaining legally compliant practices and documentation.

The Specialist is also responsible for coordinating the District's response to TEA complaints, requests for resolution, mediation, and due process matters, including gathering documentation, conducting investigations as assigned, coordinating meetings, monitoring corrective actions, and working with District leadership and legal counsel as appropriate.

This position requires extensive knowledge of federal and state special education requirements, strong organizational skills, sound judgment, and the ability to work collaboratively with administrators, staff, parents, and community partners.

Qualifications

Education/Certification

  • Bachelor's degree from an accredited college or university in special education, education, educational administration, evaluation, or a related field
  • Master's degree preferred
  • Valid Texas educator certification in special education, educational diagnostician, or a related area preferred
  • Experience with special education evaluation, compliance, Child Find, or special education administration preferred

Special Knowledge/Skills

  • Thorough knowledge of federal and state special education laws and regulations, including IDEA and Texas special education requirements
  • Knowledge of Child Find requirements and procedures
  • Knowledge of special education evaluation and eligibility processes
  • Knowledge of IEP requirements and implementation
  • Knowledge of state and federal special education accountability indicators and reporting requirements
  • Knowledge of procedures related to TEA complaints, resolution, mediation, and due process
  • Ability to interpret and apply federal, state, and local requirements related to students with disabilities
  • Strong written and verbal communication skills
  • Strong consultation and conflict-resolution skills
  • Ability to develop and present professional learning and compliance training
  • Ability to investigate concerns, analyze documentation, identify areas of noncompliance, and assist in developing corrective action
  • Strong organizational and time-management skills with the ability to prioritize multiple deadlines
  • Demonstrated attention to detail and accuracy
  • Ability to work effectively with administrators, teachers, related service personnel, parents, and community agencies
  • Ability to exercise sound judgment and discretion when handling sensitive and confidential information
  • Ability to communicate effectively with diverse groups with tact, diplomacy, and professionalism
  • Ability to work independently while maintaining effective collaboration with District leadership and campus personnel
Major Responsibilities and Duties

Child Find

  • Coordinates and monitors the District's Child Find obligations under IDEA and applicable Texas requirements.
  • Supports the identification, location, referral, evaluation, and appropriate educational planning for children suspected of having a disability.
