Position: Rail Div. - Rail Project Manager (Beaumont or Lufkin))

Provides detailed high-level technical expertise and coordination for rail related transportation programs and projects involving multiple design and advanced building construction projects and maintenance projects in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Reports to the Rail Letting Section Director.

Essential Duties
  • Prioritize and ensure rail agreements are completed before the construction is ready to let.
  • Coordinate construction projects and work with railroads, district contractors during construction and closeout.
  • Manage the planning, administration, and monitoring of railroad coordination for the district.
  • Coordinate Category 8 Federal Railway‑Highway Safety (Section 130) and Category 10 Rail Replanking projects at the district level, including fieldwork, inspections, and updating project data in TRIMS.
  • Provide advanced technical expertise regarding railroad requirements for construction and maintenance projects, including scope of work, schematics, plans, right‑of‑way restrictions, and necessary agreements.
  • Communicate and negotiate with district project managers, railroads, contractors, and external local entities to secure timely stakeholder approvals.
  • Train district project managers, resolve technical issues, and streamline railroad coordination.
  • Oversee the Railroad Project Manager Status Update meetings held every two weeks.
  • Work closely with the Rail Letting and Rail Grade Crossing teams.
  • Keep detailed records in TRIMS and TxDOT Connect databases promptly.
  • Ensure compliance with laws, rules, regulations, and policies.
  • Coordinate the preparation of engineering design, environmental documents, plans, specifications, and estimates for rail construction projects.
  • Collect, evaluate, analyze, study, inspect, forecast, and assess project data.
  • Make presentations and represent the Rail Division at district and local meetings.
Minimum Qualifications
  • Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year‑per‑year basis.
  • Five years of experience in transportation design, construction, traffic operations, maintenance, or bridge inspection. Experience may be satisfied by full‑time or prorated part‑time equivalent. Graduate‑level education may be substituted for experience on a year‑per‑year basis.
  • Valid driver’s license; this position requires driving a state vehicle.
Preferred Qualifications
  • Five years of railroad‑related (track and/or signal) construction and maintenance experience.

  • Setting objectives and goals that support business strategy and adjusting for problems or roadblocks.
  • Planning, coordinating, and handling multiple railroad projects to meet short‑ and long‑term deadlines.
  • Reading and interpreting applicable plans, specifications, schematics, maps, estimates, and compliance requirements.
  • Establishing a solid knowledge of the railroad industry and infrastructure.
  • Researching, analyzing, and interpreting state and federal laws, rules, regulations, and policies specific to the functional area.
  • Employing program and project planning, development, and management methodologies.
  • Using applicable analytical methodologies and inspection methods, procedures, and techniques.
  • Applying standards such as the Texas Manual on Uniform Traffic Control Devices (MUTCD) and American Railway Engineering and Maintenance of Way Association (AREMA) guidelines.
  • Understanding Americans with Disabilities Act requirements and accessibility standards.
  • Persuading and negotiating critical issues.
  • Using logic and reasoning to define problems, establish facts, and draw valid conclusions.
  • Communicating complex ideas and information clearly, concisely, and effectively.
  • Maintaining effective working relationships with internal and external stakeholders.
