Under the supervision of the Regional Financial Services Manager, the Regional Financial Services Officer assists in the development of regional operating budgets and in the management of all budget expenditures to ensure effective use of funds. The role also involves producing monthly budget and statistical reports, managing regional fiscal functions such as accounts payable and accounts receivable, and serving as the region’s superuser in the purchasing requisition process.
The officer performs advanced administrative work in payment accounting, maintains records, and provides technical assistance to staff regarding budget procedures and fund availability.
- Assists with the management of regional fiscal functions of accounts payable, accounts receivable, and the supply ordering system.
- Audits purchase vouchers to ensure compliance with payment policies and procedures.
- Serves as the Regional Financial Services liaison with other agencies and regional staff (40%).
- Develops and maintains reports to assist in the management of regional operating budgets, and runs routine and ad hoc queries using CAPPS Financials.
- Resolves budget issues and communicates with Central Office and regional staff (20%).
- Serves as the region's super-user in the requisition purchasing process and manages the cost pool supply ordering system (20%).
- Provides technical support to program, Central Office, and management regarding use of funds and budget procedures (15%).
- Maintains organized payment records for audit purposes (5%).
Education: High School diploma or GED required.
Experience: Experience using accounting principles and practices, financial automated systems, Microsoft Office Suite, and producing statistical reports.
Knowledge, Skills, & Abilities- Knowledge of accounting, budgeting, and procurement policies and procedures.
- Knowledge of agency payment policies and automated accounting systems (CAPPS Financials, USAS).
- Proficiency in standard office hardware & software such as Microsoft Office Suite.
- Ability to work accurately with numerical data and use calculators/computers.
- Strong interpersonal and communication skills, both oral and written.
Valid Class C Texas Driver’s License required. Ability to assist with emergency/disaster situations, and ability to travel (including overnight stays) up to 5%.
SalarySalary is based on experience: full-time eligible employees receive 100% paid health insurance and a defined benefit pension plan. The posted range for this position is $4,801.16 to $6,281.33 monthly. Former or current Health & Human Services Commission employees may be offered a higher salary within the guidelines.
