Essential Job Functions

The City Manager plans, organizes, and directs the future welfare of the City and its various departments. The position reviews departmental programs and provides general leadership and direction to ensure effective, efficient, and responsive service delivery. The City Manager supervises directly, or through department heads, a large staff of administrative, professional, technical, clerical, skilled, and unskilled employees.

The City Manager reports to and advises the City Council on pertinent local government issues and recommends ordinances, resolutions, and contracts for Council consideration. The position holds staff meetings and departmental conferences to determine policy issues and participates in conferences with other governmental officials to resolve mutual concerns.

The City Manager directs, coordinates, and participates in the preparation of the annual City budget, oversees budget control activities, and submits the proposed budget to the City Council for approval.

The City Manager addresses business groups, civic organizations, and community stakeholders regarding City needs and challenges and provides leadership to organizations dealing with issues affecting the City’s welfare. The position also directs the preparation and maintenance of necessary records and reports and performs other duties as required. A verifiable record of ethical behavior and personal accountability is essential.

The City Council expects the City Manager to respect community traditions and organizational values while also leading the City forward in a positive direction with thoughtful planning for the future. The successful candidate will be approachable, transparent, inclusive, receptive to innovative technologies, and committed to building strong partnerships with an engaged citizenry. Outstanding interpersonal skills, self-confidence, and the ability to listen to and embrace divergent perspectives are critical.

This position requires 100% on-site work.

THIS POSITION IS CONSIDERED ESSENTIAL DURING EMERGENCY SITUATIONS.

Works indoors in a normal office environment. Must be available to work from 8:00 a.m. – 5:00 p.m., Monday through Friday, and extended hours as necessary.

Knowledge

Knowledge of public administration with particular emphasis on municipal government, including principles applied in the development and management of departments providing municipal services. Extensive knowledge of the functions of municipal government, the personnel, methods, materials, and techniques employed in such operations, and the laws and regulations governing municipal corporations.

Skills/Abilities

The ability to organize, direct, and coordinate multiple departments, develop long-term plans and programs, make sound policy decisions, and effectively engage governing bodies, civic groups, and the public is essential.

Physical Requirements

Constantly sees, hears; frequently sits, operates a calculator and a personal computer, walks, and writes by hand; infrequently drives, files, pulls, stands, and stoops.
