Technical Project Manager , II - Planning

Overview

TxDOT Beaumont District Planning Department is seeking a dynamic Technical Project Manager to lead meaningful transportation projects in Texas. This role supports planning, oversight, and coordination to ensure projects meet regulatory requirements and deliver value to the region.

• Manage advanced engineering, architectural, or construction projects with leadership in planning, oversight, and regulatory compliance.
• Ensure project objectives, quality assurance/quality control, and project integrity; maintain effective stakeholder relationships with agency management, government officials, and private entities.
• Analyze and report on complex program funding, project schedules, budgets, and expenditures.
• Coordinate project activities with other state agencies, jurisdictions, or private sector partners; secure coordination and approvals through relevant authorities.
• Develop, implement, and evaluate project budgets, schedules, work plans, resource requirements, and cost projections.
• Identify risks and impediments and design strategies to mitigate them; monitor cost and quality to ensure deliverables meet contract terms.
• Lead, train, and coach team members; provide input on career development and oversee workload distribution.

• Technical Project Manager I: 5 years of construction project management and/or related methodologies (PM, process engineering, or business process improvement).
• Technical Project Manager II
  : 6 years of construction project management and/or related methodologies (PM, process engineering, or business process improvement).
• Experience may be satisfied by full-time or prorated part-time work.

• Valid driver’s license; position may require driving a state vehicle.
• PMI PMP, Six Sigma Black Belt, or similar change management certifications may be required.

• Applicable plans, specifications, estimates, and compliance work; project development covering planning, environmental, right of way, design, letting, construction, and closeout.
• Project delivery processes; scheduling, coordination, and vendor performance evaluation.
• Leading, assigning, reviewing, and monitoring the work of others; project management monitoring; use of applicable software; risk and gap analysis; goal setting and performance evaluation.

• Subject to environmental conditions; exposure to weather, extremes of temperature, noise, vibration, and hazards.
• Work may occur in both indoor and outdoor settings; may involve confined spaces and lifting up to 10 lbs occasionally.
• May require use of protective gear and compliance with safety standards.
