Provides high‑level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities.
Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
- Develops and monitors budgets.
- Develops and prepares consultant work orders and agreements.
- Monitors audits of monthly and final estimates change orders, supplemental agreements, and extra work orders; reviews monthly and final estimates prior to submittal.
- Reviews area office contract submissions and coordinates process with area engineers.
- Reviews construction records, inspection reports and record audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
Experience
: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full‑time or prorated part‑time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications
:
Valid driver’s license. This position requires driving a state vehicle.

- Sedentary work:

- Visual Acuity – determine work quality/make general observations of facilities/structures
- This job has been identified as physically demanding and will require a pre‑employment physical.
- Must pass a drug test prior to employment for safety‑impact positions. This is a Safety Impact position and will be subject to random drug testing.
- Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, (e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
- For Bridge Inspection:
Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within one year of date of hire.
