Director of Federal Contracts & Procurement
Position SummarySeeking an experienced Director of Contracts & Procurement to lead the company's government contracting and procurement functions. This is a hands‑on leadership role responsible for contract administration, negotiations, compliance, procurement, risk management, and team leadership throughout the federal contract lifecycle.
The Director will work closely with executive leadership, business development, finance, program management, legal, security, and operations to support business growth while maintaining strong contractual and regulatory compliance.
Key Responsibilities- Lead administration of federal prime contracts, subcontracts, OTAs, grants, teaming agreements, NDAs, and other agreements.
- Negotiate contracts and agreements with U.S. Government contracting officers, prime contractors, and subcontractors.
- Ensure compliance with FAR, DFARS, CAS, ITAR/EAR, OCI, CMMC, and subcontracting requirements.
- Ensure compliance with 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
- Support RFPs, proposals, capture activities, BAAs, CSOs, and other federal acquisition opportunities.
- Manage contract modifications, funding, ceilings, flow-downs, risk management, and closeouts.
- Lead purchasing and procurement operations and ensure files are complete and audit-ready.
- Develop contracting/procurement policies, SOPs, processes, KPIs, and reporting.
- Support DCAA, DCMA, CPSR, CMMC, and customer audits.
- Identify and mitigate contractual, financial, schedule, and compliance risks.
- Lead, mentor, and develop contracts personnel; assign workload and establish priorities.
- Serve as a strategic advisor to executive leadership and program management.
- U.S. Citizen capable of obtaining and maintaining a TS clearance.
- Bachelor's degree required;
Master's or JD preferred. - 12–15+ years of federal government contracts experience.
- 5+ years of contracts leadership/management experience.
- Extensive knowledge of FAR, DFARS, and applicable agency supplements.
- In‑depth knowledge and experience applying 2 CFR Part 200 and federal award requirements.
- Experience with FFP, CPFF, T&M, IDIQ, and OTA contracts.
- Experience with federal R&D contracts preferred.
- Experience with Deltek Costpoint preferred.
- NCMA CPCM, CFCM, or CCCM certification preferred.
- Experience working with nonprofit organizations preferred.
- Strong negotiation, leadership, communication, and analytical skills.
