CSEngineering is seeking a Site Security Manager to join our growing team! This role will provide senior-level security leadership for a complex secure facility construction and accreditation effort in a government environment. The ideal candidate will bring extensive experience in SCIF/SAPF security, ICD 705 compliance, construction security oversight, and accreditation support from design through operational status
JOB RESPONSIBILITIES- The Site Security Manager will serve as the senior on-site security lead for secure facility construction, documentation, surveillance, and accreditation activities.
- Apply ICD 705 requirements to review designs, materials, and construction submittals in support of facility accreditation objectives.
- Develop, submit, and manage required security documentation, including Construction Security Plans, checklists, TEMPEST documentation, and related compliance records.
- Establish and oversee the construction surveillance program and direct site security technician activities.
- Coordinate SCIF and SAPF testing, inspection, and accreditation efforts through full operational turnover.
- Provide subject matter expertise on IDS, ACS, WIDS, electronic security systems, physical security risk management, and operational technology cybersecurity requirements.
- Support TSCM coordination, anti-terrorism/force protection planning, and security training development and delivery.
- Serve as the primary security interface with program leadership and government stakeholders on all facility security matters.
- Security Clearance:
Active TS/SCI clearance; SAP eligibility required. - CDSE SPeD certifications required: SFPC, PSC, and SAPPC.
- Formal ICD 705 training required.
- Site/Special Security Manager training required.
- TEMPEST training required.
- Minimum of fifteen (15) years of hands‑on physical security and TEMPEST experience.
- Demonstrated military construction experience.
- Experience authoring and implementing Construction Security Plans.
- Experience supporting TSCM coordination and implementation.
- Experience supporting SCIF and SAPF accreditation through the full lifecycle.
- Experience developing and delivering security training.
- Experience with anti‑terrorism/force protection requirements.
- Experience with IDS, ACS, and WIDS design, installation, and operations.
- Strong oral and written communication skills in English.
- Experience taking one or more facilities through full accreditation to operational status.
- Experience executing SCIF testing and accreditation in accordance with IC 750‑02.
- Experience authoring complete security documentation packages, including CSP, preconstruction checklist, inspectable materials checklist, TEMPEST checklist, and Fixed Facility Checklist.
- Experience standing up and managing a construction surveillance program on an active construction site.
- Prior experience supporting intelligence community, Department of the Air Force, U.S. Space Force, DIA, NSA, or comparable secure-facility programs.
