Salary Range: $95,000 $ 105,000 annually (commensurate with experience)

Position Summary

We are seeking a motivated and experienced Construction Project Manager to join our SIRIS team in support of National Park Service projects located in Beckley, WV. This role will focus on the planning, coordination, and oversight of complex construction activities within federally managed park environments, ensuring projects are delivered in compliance with safety, environmental, and accessibility standards.

Who Will Succeed in This Role

This role is best suited for professionals who:

* Supported complex construction federal projects (e.g., VA, DoD, Corps, GSA) specifically including;

* Upgrades, rehabilitation, and new construction of heavy civil infrastructure within park environments, including roadways, bridges, drainage systems, utilities, and structural features.

* Implementation of slope stabilization measures (e.g., retaining walls, reinforced slopes, gabions) and erosion control systems to protect natural resources and infrastructure.

* Rehabilitation of visitor access infrastructure, including trails, parking areas, and administrative or operational support spaces, in compliance with accessibility standards (ABAAS).

* Installation and coordination of construction elements required for park operations, including utility relocations, staging areas, and temporary works.

* Preparation, review, and analysis of detailed construction cost estimates using industry-standard estimating software (e.g., RSMeans, Plan Swift), including breakdowns for labor, equipment, materials, overhead, and profit.

* Evaluation of contractor proposals, change orders, and differing site conditions, with clear documentation of scope, cost impacts, and negotiations.

* Coordination with National Park Service staff, park rangers, contractors, and stakeholders to minimize disruption to park operations, protect environmental resources, and maintain a safe and positive visitor experience.

* Can operate independently while collaborating effectively with program leadership, clients, and contractors.

Key Responsibilities

* Analyze and monitor project financial data, budget performance, and cost trends

* Review construction schedules and support progress and performance evaluations

* Participate in progress meetings and support issue identification and resolution

* Review testing, inspection, and quality assurance documentation for compliance

* Support claims administration, change management, and contract modifications

* Review contractor work documentation and reported progress for conformance with construction documents and approved schedules

* Prepare analytical reports, correspondence, and program status documentation

* Maintain tracking tools and reporting systems supporting program oversight

* Advise program leadership on construction administration best practices and compliance considerations

Given that the work takes place within active National Park Service environments, construction professionals must consider the following:

* Ensuring visitor and staff safety at all times

* Protecting natural, cultural, and historical resources

* Implementing environmental protection and erosion control measures.

* Coordinating site access, temporary closures, and traffic control to minimize disruption to park operations

* Managing noise, dust, and construction impacts on wildlife and surrounding ecosystems

* Developing phased construction plans to maintain continuous public access and park functionality wherever feasible

* Complying with federal regulations, including environmental and accessibility standards (e.g., NEPA, ABAAS)

Education & Experience

Education

* Bachelors degree from an accredited institution is required; with relevant construction management experience.

Certifications

* OSHA 30:
Required

* CCM, PMP, PE, or equivalent construction management credentials Preferred

Experience

* Minimum of five (5) years of progressively responsible experience in project management, construction management, or a closely related field

* Experience supporting regulated environments (federal, healthcare, or institutional) is highly desirable

* Candidates may be asked to provide examples or documentation of completed projects demonstrating relevant experience

Additional Requirements

* Familiarity with construction practices, quality assurance, scheduling, cost management, and change management

* Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters

* Proficiency with Microsoft Office Suite, Pro Core, and Adobe Acrobat

* Strong written, verbal, and organizational communication skills
