Business Operations Manager / Financial Analyst (Confidential Position)
Provides support to the Director of Finance in budget development, monitoring, and analysis. Works independently to perform complex duties requiring sophisticated analysis and ensures operations comply with applicable laws, rules, regulations, and policies. Acts as business operations manager in the absence of the Director to maintain consistent day‑to‑day operations.
Responsibilities- Assist in coordinating business office operations.
- Assist in developing, producing, and executing annual school operating and capital budgets.
- Assist in procurements, contract administration, and professional services agreements to ensure compliance with public procurement laws; maintain electronic competitive procurement records.
- Manage procurement of equipment leases.
- Provide assistance to Principals and Program Administrators/Directors in tracking monthly and yearly expenditures.
- Provide training for Program Administrators and support staff in Munis Enterprise ERP accounting software.
- Manage closing of fiscal year and opening encumbrance processes for the new fiscal year.
- Establish all operating, grant, capital, and revenue accounts in the financial management system.
- Manage state and federal grant processes, including budget preparation, fund draw‑down, spending monitoring, grant amendments, and financial reporting to grantor agencies.
- Develop and update monthly reports for all operating budget, federal, state, and private grant accounts, ensuring compliance with reporting requirements.
- Perform monthly review and reconciliation of all grant and local revenue receipts with the Town Finance Department.
- Prepare and coordinate the annual Department of Education End‑of‑Year report submission.
- Maintain all authorized revolving accounts from federal, state, and local sources.
- Coordinate with Town Hall and oversee deposits from special revenue accounts and revolving accounts, manage cash, and maintain student activity account compliance.
- Oversee electronic payment system and support school‑based users.
- Maintain all gift accounts, obtaining School Committee acceptance in writing.
- Manage requisition intake and purchase order process, communicating with staff and vendors regarding discrepancies in purchasing.
- Assist with annual audit processes with independent audit firms.
- Represent the schools with Town Finance staff in collaboration with the Director of Finance.
- Work independently in a fast‑paced, multi‑task environment.
- Exercise sound judgment in handling confidential and sensitive information.
- Demonstrate strong interpersonal skills and ability to work with diverse populations.
- Work with large data sets accurately and efficiently; advanced proficiency in Microsoft Excel formulas and pivot tables.
- Prepare data exports from Tyler Munis Enterprise ERP for analysis; proficiency with Munis financial modules, queries, and reporting.
- Communicate clearly in writing and orally.
- Maintain awareness of emergency procedures.
- Evidence thorough knowledge of financial and school business functions and compliance.
- Proficient typing using computer keyboard and adding machine for extended periods.
- Attend off‑site meetings as requested.
- Advanced use of Tyler Munis Enterprise ERP for budget management.
- Initiate and carry out special projects.
- Train others in financial operations.
- Bachelor's Degree or Associate's Degree in Accounting, Finance, or related field required.
- Relevant financial experience in the public sector, including budget development, monitoring, and analysis of municipal or school budgets preferred.
- Experience with software including MUNIS, Excel, Microsoft Word, Microsoft PowerPoint, or equivalents.
- Experience with turnkey financial management systems that track accounts payable, contract requisitions, and purchase orders.
- Successful completion of a Criminal Offender Records check (C.O.R.I).
Position Type: Full‑time
Salary & Benefits: $80,000 – $125,000, commensurate with experience. Benefits are the same as those granted to Central Office support staff.
12‑month position. Work week consists of 40 hours; 8 hours per day. Exempt position.
