Quality Control Specialist
Doyon Technical Services (DTS), a wholly owned subsidiary of Doyon Government Group (DGG), provides comprehensive design-build, new construction, and renovation/repair solutions at a wide variety of facilities for federal agencies.
This position is an early-career Quality Control Specialist to support the Quality Control Manager and Project Manager in administering project-level quality control and project documentation for USACE, NAVFAC, and other federal construction projects. This position assists with implementation of the project Quality Control Plan, the Three Phases of Control for each Definable Feature of Work, submittal and RFI coordination, inspections and testing, daily reporting, deficiency tracking, and project closeout.
The role provides exposure to both quality control and project management functions while helping ensure work complies with contract drawings, specifications, approved submittals, applicable codes, and federal requirements.
Essential Functions:
- Implement and maintain the project Quality Control Plan and required QC records
- Review drawings, specifications, approved submittals, and RFIs for contract compliance
- Support all Three Phases of Control for each Definable Feature of Work
- Inspect work and materials; coordinate required tests and special inspections
- Prepare daily QC and production reports in RMS/QCS, eCMS, or required systems
- Maintain submittal, testing, deficiency, punch list, as-built, and closeout logs
- Identify nonconforming work and track corrective actions through resolution
- Coordinate with project teams, subcontractors, Government QA, designers, and laboratories
- Route and track submittals, RFIs, material approvals, and project documentation
- Attend QC and coordination meetings; record minutes and track action items
- Support commissioning, pre-final and final inspections, turnover, and closeout
- Follow EM 385-1-1, OSHA, environmental, and site-specific requirements
- Support schedules, procurement, change documentation, and project management duties as assigned

Qualifications:
- Bachelor degree in Construction Management, Engineering, Architecture, or related field, or an equivalent combination of education and experience
- One year of construction, project engineering, field inspection, or quality control experience; relevant internship or co-op experience may be considered
- Ability to read drawings, specifications, submittals, and technical requirements and accurately document field activities
- Strong communication, organization, attention to detail, problem-solving, and ability to manage multiple priorities
- Proficiency with Word, Excel, and Outlook; ability to learn project and federal construction systems and travel to project sites as required
Preferred:
- Quality control or project engineering experience on USACE, NAVFAC, or other federal construction projects
- Current Construction Quality Management for Contractors (CQM-C) certification or ability to obtain within 90 days of assignment
- Experience with RMS/QCS, NAVFAC eCMS, Procore or Bluebeam, and Primavera P6 or Microsoft Project
- Current OSHA 30 and First Aid/CPR/AED certifications
- Familiarity with the Three Phases of Control, Definable Features of Work, testing, deficiencies, punch lists, and closeout
Working Environment:
The majority of the work is performed in an indoor/outdoor setting with a wide variety of people in differing functions, personalities, and abilities.
Physical Demands:
An individual will be required to perform climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Light Work:
