SUMMARY

Under the general supervision of the Director of Development, performs a variety of technical office duties pertaining to land use and zoning ordinances by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Serves as liaison to the public on a regular basis to provide customer service for a variety of issues related to planning and zoning activities to include but not limited questions and requests for information regarding legal descriptions, and general planning and zoning information.
  • Prepares a variety of correspondence as instructed to include but not limited to, agendas, public hearing notices, legal notices, open records requests, presentations and staff reports.
  • Collects, compiles, and prepares information and reports as needed. Maintains all necessary departmental records for day-to-day activities and permanent files.
  • Prepares agenda items, creates meeting packets, takes and prepares minutes, posts meeting agendas, attends, and, as needed, presents land use related applications at Planning and Zoning Commission, Zoning Board of Adjustment and Development Review Committee meetings.
  • Reviews various permit applications, including but not limited to Certificates of Occupancy and Building Permit applications and conducts on-site inspections as necessary to ensure zoning ordinance compliance.
  • Provides professional planning services to further consistent and innovative growth in the City, assures project plans are in conformance to Department goals, and are in compliance with local, state and federal regulations.
  • Answers inquiries and assists all parties with planning and technical review issues, provides ordinance, zoning, general plan, subdivision, plat, easement and development information within scope of authority. Reviews and evaluates project designs, plans and technical documents for compliance with City Ordinances.
  • Conducts research and analysis on City ordinances rules and regulations; assists in compiling, arranging, analyzing and interpreting land use, planning, and zoning information.
  • Works with and assists Planning Manager and Development Director, researches issues and provides data on land use issues and related subjects, investigates issues as assigned.
  • Develops maps and other graphic presentations to illustrate land use plans and planning concepts; assists in maintaining land planning records, files and maps. Coordinates with Geographic Information system (GIS) staff to ensure maps are updated accordingly.
  • May perform other assignments or handle special problems as required.
  • Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
  • SUPERVISORY RESPONSIBILITIES

    This position has no direct supervisory responsibilities.

    EDUCATION and/or EXPERIENCE

    Bachelor’s degree in related field or equivalent and one year of professional planning experience. A Master’s Degree in Urban Planning or related field may substitute for one year of experience.

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

    Bilingual skills are a plus.

    MATHEMATICAL SKILLS

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
