Job Summary

Under the general direction of the Director of Development, the Building Official provides leadership and oversight for all building related activities within the City. This position ensures that residential and commercial construction complies with adopted building codes, ordinances, and safety standards. The role also oversees zoning code compliance and provides management support for the Neighborhood Services (code enforcement) division. Responsibilities include administering third party plan review and inspection contracts, supervising assigned staff, and performing related administrative and regulatory functions.

Essential Duties and Responsibilities

The following statements are intended to describe the general nature and level of work being performed by people assigned to this position. They are not intended to be an exhaustive list of all responsibilities. Other duties may be assigned.

  • Provides management and oversight for Planning and Zoning functions, plan review operations, building inspections, and enforcement of adopted building, electrical, plumbing, mechanical, and related codes.
  • Supports the Neighborhood Services division by coordinating code enforcement activities and the City's housing inspection program.
  • Develops and administers goals, objectives, policies, and procedures for assigned programs; evaluates operational effectiveness and recommends improvements.
  • Interprets and enforces applicable laws, codes, ordinances, and regulations; exercises independent judgment in determinations requiring a Building Official's authority.
  • Plans, organizes, assigns, and evaluates the work of plan review and inspection personnel; provides guidance to staff and assists in resolving technical or operational issues.
  • Reviews, updates, and drafts ordinances related to building codes, subdivision regulations, and other regulatory areas as needed.
  • Represents the City in meetings with public agencies, community groups, business organizations, and stakeholders to present information and discuss building and safety related matters.
  • Prepares and presents cases involving substandard structures to the Building Board of Appeals and participates in applicable meetings.
  • Participates in the preparation and administration of the department's annual budget, including forecasting resource needs, monitoring expenditures, and recommending budget adjustments.
  • Identifies and addresses complex building related compliance issues through consultation with developers, contractors, architects, engineers, and property owners.
  • Performs other related duties as assigned in support of departmental and organizational objectives.
  • Maintains regular and reliable attendance and fosters positive, professional working relationships with colleagues, contractors, and the public.
  • Supervisory Responsibilities

    This role oversees zoning code compliance and provides management support for Neighborhood Services (code enforcement).

    Education and/or Experience
    • High School diploma or GED is required
    • Bachelor's Degree preferred, or related experience and/or training, or equivalent combination of education and experience in a related field is preferred
    • A minimum of four (4) years' commercial and residential building inspection work experience (municipal, preferred) is preferred
    • Valid Texas Driver's License
    Language Skills

    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Must possess the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

    Mathematical Skills

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning Ability

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
