Job Description

The intent of this job description is to provide a representative summary of the major duties and responsibilities of this job. Employees may be requested to perform job‑related tasks other than those specifically presented in this description.

Under general supervision from the Development Services Supervisor, performs a variety of technical duties in support of the City's local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, nuisance housing, health and safety, blight, graffiti, water waste, and other matters of public concern; and serves as a resource and provides information on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions.

Functions
  • Conduct inspections of food establishments, including restaurants, grocery stores, and food processing plants, to ensure compliance with health and safety standards.
  • Enforce municipal health codes, ordinances, and zoning regulations; issue citations and notices of violations when necessary.
  • Investigate public inquiries and complaints regarding health and food safety issues; conduct thorough investigations and provide resolutions.
  • Educate food establishment operators and the public about health regulations, best practices, and code requirements; conduct training sessions and develop educational materials.
  • Maintain detailed records of inspections, violations, and enforcement actions; prepare reports and present findings to relevant authorities and stakeholders.
  • Collaborate with other municipal departments, such as Planning, Building, and Public Works, to ensure cohesive enforcement of regulations and community standards.
  • Develop and implement health and safety programs aimed at reducing foodborne illnesses and promoting public health.
  • Support the City's local code enforcement program by enforcing compliance with City regulations and ordinances, including those related to zoning, land use, nuisance housing, health and safety, blight, graffiti, water waste, and other matters of public concern.
  • Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations; interview complainants and witnesses; conduct investigations and provide recommendations for resolution.
  • Conduct field investigations; inspect properties for violations; attempt to contact residents or businesses; issue warning notices, notices of violation, corrective notices, orders to comply, and related documentation; schedule and perform follow‑up functions to gain compliance.
  • Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings.
  • Maintain accurate documentation and case tiles on all investigations, inspections, enforcement actions, and other job‑related activities; draw diagrams, illustrations and take photographs.
  • Prepare written reports, memos, and correspondence related to enforcement activities.
  • Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
  • Attend meetings and serve as a resource to other City departments, divisions, the public, and outside agencies in the enforcement of zoning regulations; provide research and documentation; interpret and explain municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups over the counter and on the telephone.
  • Locate vacant residences and businesses; secure buildings with proper materials; post the property as necessary; check vacant buildings regularly for transient activity, graffiti, and vandalism.
  • Perform other duties as assigned.
