Position: PERMIT TECHNICIAN

JOB SUMMARY

The intent of this job description is to provide a representative summary of the major duties and responsibilities of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Under general supervision of Development Service Director, performs a variety of technical, responsible, and specialized administrative and office support functions; create and maintain specialized reports, records and files required in connection with department work processes in support of the City’s building inspection, code enforcement, health inspection, planning/zoning and other functions of the Development Service. Establish and maintain accounts receivable and payable directly related to the Community Development Department.

Maintain communications for City Hall that consists of but not limited to phone calls, mail, special deliveries, and the public; interact with City personnel and the public.

ESSENTIAL FUNCTIONS
  • Serves as the primary point of contact for contractors, developers, engineers, surveyors, property owners, business owners, and the public regarding permitting, inspections, zoning, development requirements, municipal ordinances, and departmental procedures. Provides information and services provided by the department to customers.
  • Receives, reviews, processes, and issues permit applications for residential, commercial, electrical, plumbing, mechanical, sign, health, and miscellaneous construction projects in compliance with adopted codes, ordinances, and departmental requirements
  • Reviews construction documents, site plans, subdivision plats, lot line adjustments, certificates of occupancy, variances, special use permits, zoning amendments, and other development applications for completeness and compliance prior to acceptance.
  • Coordinates permit reviews, inspections, and development approvals with Building Officials, inspectors, engineers, utility providers, fire officials, county agencies, and other governmental entities.
  • Issues permits, certificates of occupancy, contractor registrations, and related development approvals as authorized.
  • Calculates, collects, reconciles, and maintains records of permit fees, inspection fees, development fees, and other departmental revenues; prepares receipts and maintains related financial records.
  • Schedules inspections and coordinates inspection activities between staff, contractors, developers, property owners, inspectors, and utility providers.
  • Maintains permit records, inspection reports, contractor registrations, certificates of occupancy, code enforcement files, planning and zoning records, health inspection records, subdivision records, and other departmental databases in accordance with records retention requirements.
  • Researches property ownership, legal descriptions, plats, easements, deed records, zoning classifications, development history, appraisal district records, and other property-related information.
  • Administers and maintains the City's 911 addressing program,including address assignments, address verification, mapping coordination, and related recordkeeping.
  • Assists with code enforcement activities, including case intake, violation tracking, notice preparation, compliance monitoring, lien processing, court-related documentation, and compliance research.
  • Assists with planning and zoning activities, including plat applications, site plans, variances, special use permits, zoning amendments, subdivision review, and related development review processes.
  • Responds to citizen inquiries, complaints, public information requests, and requests for service related to development, zoning, permitting, inspections, health inspections, code enforcement matters, and municipal regulations.
  • Prepares reports, correspondence, notices, agendas, meeting packets, presentations, staff reports, and other documents related to Development Services operations.
  • Assists with Planning and Zoning Commission, Board of Adjustment, City Council, and other public meeting processes, including agenda preparation, legal notices, meeting coordination, and supporting documentation.
