Essential Functions
The Chief of Police and Emergency Management is responsible for leading the Coastal Bend College Police Department, overseeing all law enforcement operations, departmental administration, and emergency management functions across the college's campuses. This role heads a fully sworn police agency committed to a modern, 21st-century community policing model that emphasizes visibility, accountability, and strong partnerships with students, faculty, staff, and local law enforcement through a collaborative Memorandum of Understanding (MOU).
The Chief directs and supports all personnel, including police officers, safety monitors, and off-duty security staff on campus, while fostering a safe, welcoming, and service-oriented environment. In addition to policing responsibilities, the Chief develops, implements, and manages the college's comprehensive emergency management program, ensuring preparedness, coordinated responses, effective mitigation strategies, and recovery efforts.
Reporting to the Vice President of Talent Engagement, the Chief supervises approximately six employees. The Chief leads the department with strategic vision, operational excellence, and a deep commitment to the mission and values of Coastal Bend College. Hours are flexible based on the college's security needs and will include some evening and weekend hours.
Job Duties and Responsibilities

- Supervise and coordinate college-wide safety and security efforts to ensure the safety of students, staff, and visitors. Handle and resolve safety or security problems and issues as appropriate.
- Supervise and coordinate law enforcement officers employed by the college in their position as off-duty law enforcement officers.
- Active involvement in observation, monitoring, and interacting of college operations during evening and weekend hours. Including interaction with faculty and staff working in the evening or on weekends at each campus location.
- Coordinate safety and security policies and procedures. Ensure policies and procedures related to safety and security are created, maintained, and communicated/trained.
- Keep the Vice President of Talent Engagement informed of safety and security issues.
- Assist in preparing guidelines for use in emergencies such as bomb threats, civil disorders, fire, and building lockdown/evacuation, and ensure their compliance with college policies and procedures.
- Analyze and interpret laws, rules, and regulations that may impact the college's campus safety and security.
- Serve as the point of contact for emergency response information.
- Conduct security inspections and recommend preventative and corrective measures.
- Assist the College's Leadership with planning, with an emphasis on risk reduction, education, regulations, and monitoring the effectiveness of safety efforts on campus.
- Assist in directing and managing College-wide security activities to include protecting property and life, security, and surveillance systems.
- Assist in developing and enforcing general security policies and measures to be followed College-wide.
- Assist in coordinating security activities and training programs or media, which will increase proficiency in the practices and promote crime prevention consciousness. Serve as the liaison with community and county emergency preparedness response teams.
- Assist with the facilities department in maintenance of building lighting, security equipment, and enforce parking guidelines and policies to ensure a safe environment is maintained.
- Manage and oversee security functions involving NJCAA and special college-hosted events.
- Position is responsible for all aspects of the Cleary Act reporting and preparing other reports relating to security or safety concerns as needed.
- Work with College departments/divisions/campuses to ensure a cooperative effort in the achievement of college standards in role, mission, vision, and goals.
