Purpose

Perkin Elmer is seeking an experienced and detail-oriented Senior International Trade Compliance Specialist to lead and support our global trade compliance operations in the EU. This role is critical to ensuring we meet regulatory requirements, minimize risk exposure, and operate efficiently in an evolving global trade landscape—including in response to changing tariffs and geopolitical developments.

This position reports to the International Trade Compliance EMEA Lead and works cross‑functionally with Supply Chain, Legal, Regulatory Affairs, and Commercial teams.

Responsibilities Regulatory Compliance & Risk Management
  • Support the ITC EMEA lead with ensuring compliance with EU and international import/export laws
  • Monitor and interpret changes in trade regulations, tariffs, and trade programs (e.g., Section 301, USMCA, FTAs) and advise the business on necessary actions.
  • Support with internal & external audit preparations, risk assessments, and compliance reviews; develop and track corrective actions.
  • Design and maintain work instructions, and participate to the regionalization of our global Standard Operating Procedures
Operation Execution
  • Secure cross‑border daily movements and partner with brokers, freight forwarders, and third‑party logistics (3PL) providers to ensure timely and compliant movement of goods.
  • 2nd line of contact for customs brokers to resolve border clearance issues
  • Implement the import/export clearance procedures on the ground
  • Manage the full cycle of export/import licences and permits
  • Approve manual invoices (eg R&D)
  • Monitor border financials (duties, VAT, indirect taxes)
  • Act as 1st line of contact for Governmental Agencies
Tariff Classification & Trade Controls
  • Support the ITC Global Delivery colleagues with the review and assignment of HS codes and ECCN classifications for the EU region.
  • Manage country of origin determination and valuation for import/export documentation.
  • Maintain accurate records to support preferential trade programs.
Training, Systems & Collaboration
  • Develop and deliver trade compliance training to relevant stakeholders across the organization.
  • Support the implementation and optimization of trade compliance modules within ERP or trade management systems.
  • Collaborate with cross‑functional teams to ensure seamless integration of compliance into business practices.
Basic Qualifications
  • Bachelor’s degree in International Business, Supply Chain, Law, or related field.
  • Minimum of 5 years of experience in global trade compliance, preferably in the life sciences, medical device, or manufacturing industry.
  • Strong understanding of U.S. import/export regulations and tariff regimes.
Preferred Characteristics
  • In-depth knowledge of HTS classification, ECCN determination, and country of origin rules.
  • Experience managing broker relationships and customs processes.
  • Proficiency with ERP systems (e.g., SAP, Oracle) and trade tools (GTS, Amber Road, Integration Point, Descartes).
  • Strong analytical and problem‑solving skills with high attention to detail.
  • Excellent communication, documentation, and project management skills.
