Responsibilities

Keysight Technologies is actively involved in a wide range of funded cooperative R&D programmes across Europe. These programmes are funded at local, national and European levels and are centrally coordinated from our office in Leuven, Belgium.

We are looking for an EC Project Officer to support the identification, preparation, administration, financial follow‑up and closure of funded research projects. This role focuses on the non‑technical management of R&D projects and ensures that projects are executed in line with funding requirements, consortium obligations and Keysight’s internal processes.

At the same time, you will work closely with the European Research Projects Coordinator
, technical project managers, internal finance and operations teams and external project partners. You will help ensure that both new and ongoing projects are managed efficiently, accurately and on time.

Working in an international R&D environment across Europe, with additional interactions involving colleagues and partners in the US and Asia, you will support projects that contribute to the advancement of test and measurement technologies.

New Project Submissions

You will support the preparation and submission of new funded project proposals by:

  • Identifying relevant funding calls and supporting the evaluation of project opportunities.
  • Managing standard administrative Keysight inputs for project proposals.
  • Supporting budget preparation in alignment with Keysight’s accounting and reporting systems.
  • Compiling project proposal documentation and performing final editing of Word documents.
  • Coordinating proposal inputs from internal and external stakeholders.
  • Monitoring submission deadlines and ensuring that the project filing process remains on track.
  • Supporting the negotiation phase for selected projects, including preparation and follow‑up of required documentation.
  • Assisting with consortium agreements, grant agreements and other contractual documentation.
Existing Project Management

For ongoing funded projects you will support administrative, financial and operational project management by:

  • Following up on project timelines, milestones, deliverables, and reporting deadlines.
  • Reminding technical project managers and contributors of upcoming obligations.
  • Monitoring project budgets, fund distribution and internal fund allocation.
  • Supporting the preparation of cost claims, financial statements and reporting documentation.
  • Gathering and compiling inputs for technical and financial reports.
  • Ensuring required administrative processes are in place and consistently executed.
  • Supporting time‑record keeping and other operational compliance requirements.
  • Assisting with project reviews, audits and administrative closure activities.
Qualifications

The ideal candidate has relevant experience in the administration of locally, nationally or European‑funded R&D programmes. You understand the processes involved in proposal submission, contract negotiation, project reporting, reviews and administrative closure.

You should also bring:

  • Fluency in English, both written and spoken.
  • Basic to good understanding of accounting principles, budgeting and financial reporting.
  • Experience working in an international environment.
  • Strong organisational skills and the ability to work independently.
  • Good understanding of project management concepts such as deadlines, milestones, deliverables and reporting cycles.
  • Proficiency with Microsoft Office tools including Excel, PowerPoint, SharePoint and MS Project.
