Recruitment Business Partner – Build Our New Tech Hubs in Portugal & Serbia | Contractor Role via Deel
At Dstny, we’re on a mission to transform the way businesses communicate. We’re expanding our footprint by launching two strategic IT hiring hubs in Portugal and Serbia to recruit top-tier developers and technical engineers. As our Technical Recruiter, you’ll play a key role in building these hubs from the ground up, ensuring a smooth and positive experience for candidates and hiring managers alike.
YourMission
As Recruitment Business Partner for our Serbia nearshore center, you will own end-to-end recruitment while providing hands‑on local HR administration support. You will act as the single point of contact for hiring managers and employees, ensuring fast, compliant hiring and a consistent employee experience from candidate attraction through employment lifecycle milestones.
Key Responsibilities- Manage the Recruitment Process
- Own end-to-end recruitment for (mostly) IT roles in Portugal and Serbia, but could also consist of an occasional G&A role
- Ensure all approvals and compliance steps are in place.
- Focus on Candidate Experience
- Deliver a seamless experience from application to onboarding.
- Communicate clearly and openly at every stage.
- Sourcing & Active Search
- Build pipelines using Linked In, Git Hub, Stack Overflow, and local networks.
- Engage passive candidates and convert them into hires.
- Screening & Assessment
- Review applications, conduct structured interviews, and evaluate technical skills.
- Collaborate & Advise
- Work with hiring managers to define job requirements and cultural fit.
- Provide market insights and challenge assumptions to secure top talent.
- Offer Management & Compliance
- Coordinate offers and contracts via Deel, ensuring legal compliance.
- Support onboarding and integration into Dstny culture.
- Local HR Administration & Compliance
- Manage employment contracts, amendments, and documentation via Deel or local providers
- Ensure compliance with Serbian labor law, internal policies, and global HR standards
- Act as first point of contact for employee queries related to contracts, leave, and HR processes
- Bachelor’s degree in HR, Business, or related field.
- 5+ years of experience recruiting technical profiles (developers, engineers) ideally combined with experience in HR operations or administration.
- Strong understanding of the Serbian labor market and employment regulations
- Proven ability to manage full-cycle recruitment in a fast‑paced environment.
- Strong sourcing skills and familiarity with local hiring norms in Portugal and Serbia.
- Fluent in English and Portuguese / Serbian
- Excellent communication, stakeholder management, and organizational skills.
- Familiarity with ATS and recruitment software.
