Learning & Development Manager – Qatar – National Talent Development Focus
Job Description
On behalf of our partner, a well-established organization within the financial sector in Qatar, we are mandated to identify a Learning & Development Manager to lead and structure the organization’s talent development and national workforce initiatives.
This strategic role reports directly to the HR Director and focuses on designing, implementing, and overseeing structured learning frameworks, career development pathways, and succession planning processes aligned with organizational objectives.
The successful candidate will play a central role in strengthening capability development, supporting national workforce priorities, and ensuring structured performance alignment.
Key Responsibilities- Develop and implement the Learning & Development strategy aligned with business objectives and executive direction
- Design structured career development and succession planning frameworks, with a particular focus on national workforce development
- Lead training needs analysis in coordination with Line Managers and conduct structured skills gap assessments
- Develop and manage annual training plans and budgets aligned with strategic priorities
- Oversee the implementation of Career Development Plans for national employees and monitor development progress
- Identify high-potential employees and support readiness assessments for critical roles
- Ensure alignment between performance management processes and development initiatives
- Collaborate with senior stakeholders to support manpower planning and national development strategies
- Monitor program effectiveness and recommend improvements to ensure measurable learning outcomes
We are seeking an experienced Learning & Development Manager with strong exposure to structured talent development frameworks within the financial sector in Qatar.
The ideal candidate combines strategic capability, regulatory awareness, and operational execution, with the ability to drive national workforce development initiatives in a structured and measurable manner.
Required Experience & Expertise- Minimum 10 years of experience in Learning & Development / Talent Development
- Experience with in the financial sector or regulated environments in Qatar
- Strong expertise in career development frameworks, succession planning, and structured training programs
- Exposure to national workforce development initiatives in Qatar
- Experience managing annual L&D planning and budget processes
- Strong stakeholder management experience within matrixed organizations
- Fluency in English and Arabic.
- Strategic mindset with strong execution capability
- Ability to structure and formalize development frameworks
- Strong analytical and organizational skills
- High level of professionalism and stakeholder engagement
Ability to operate effectively within regulated financial environments - Integrity and discretion in handling sensitive employee development matters
