Mission Overview:
We are looking for a bilingual candidate (Dutch-French) for this consultancy mission at a client site representing Keystone Solutions. This role is part of the ICT working group within the support services group for the establishment of a new federal migration service.
Context:The federal government is establishing a new Federal Migration Service to centralize the Belgian migration landscape under one umbrella. This integration brings together services such as the Immigration Office, the Federal Agency for the Reception of Asylum Seekers, the Commissioner General for Refugees and Stateless Persons, and the Council for Alien Law Litigation to streamline procedures more quickly and efficiently. Additionally, horizontal support services, including ICT, are being developed.
The Federal Ministry of the Interior plays a central role today as the provider of critical basic services and chain processes, including the management of identity and population registers, support for domestic security and emergency planning, management of business-specific applications for the asylum and migration chain, and provision of horizontal ICT services such as infrastructure, networks, work environments, security, and integration platforms.
The experience gained in managing complex chains is a significant reference for the future organization of ICT service delivery within the Federal Asylum and Migration Service.
This assignment involves an AS-IS analysis based on which various scenarios (including the pros and cons) regarding a vision for ICT service delivery and the ambition level in this future Federal Migration Service will be developed. Within this mission, a pathway will be outlined to realize the selected scenario. We want to ensure that ICT support for both Federal Services, as well as various clients of the Ministry of the Interior (Police, Foreign Affairs, private institutions, regional and local authorities, etc.)
and Asylum and Migration (partners in the reception network, NGOs, etc.) is organized in a viable and efficient manner, regardless of the chosen scenario.
- Conduct an AS-IS analysis and develop various scenarios for ICT service delivery.
- Analyze the pros and cons of each scenario, considering the impact on core competencies of both Federal Services.
- Map current governance structures within the Federal Ministry of the Interior and the Federal Agency for the Reception of Asylum Seekers.
- Propose a new governance structure that aligns with the selected scenario, ensuring autonomy, accountability, and clear delineation of roles.
- Investigate best practices from other entities to inform the governance proposal.
- Conduct additional analyses based on the selected scenario, including a joint lexicon and definition of shared services, vision on subsidiarity levels, benchmarking, and project prioritization.
