DEFINITION

The Community Services Case Worker position is an at-will, part-time temporary position in the Recreation & Community Services Department. Under general supervision of the designee of the Director of Recreation & Community Services, assist with various grants and programs by providing customer service to walk-ins as well as via telephone at the Community Family Service Center to members of the public seeking services;

assist with the tracking and maintenance of grant program statistics and funds expenditures; and perform related work as required.

POSITION

This position is a part‑time, at‑will, non‑benefitted position, hours will be limited to less than 1,000 hours per fiscal year. Hours worked may vary significantly from week to week.

The Recreation & Community Services Department is strongly oriented towards quality customer service and is looking to fill the position with a candidate who is highly motivated, resourceful, and has excellent people and communication skills.

EXAMPLE OF DUTIES

(The following functions are typical for this classification. Incumbents may not perform all the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.)

The incumbent would perform a wide variety of duties. Examples of these duties may include, but are not limited to, the following:

  • Provide customer services to walk‑ins as well as service users on the phone for assistance with applications for various available grant funded programs.
  • Assist with the maintenance and processing of applications for the following grant programs:
    Los Angeles County 211 Rent Relief, California COVID‑19 Rent Relief, Emergency Food and Shelter Program Grant, American Rescue Plan Act Grant, and other grant programs as assigned.
  • Provide customer service to service users of the following programs:
    Bell Gardens Emergency Residential Rental Assistance Program, Bell Gardens Utility Assistance Program, Family Food Program, Consumer Action Services, CFSC Food Pantry, Citizenship Workshops, Immigration Workshops, Breathe LA, HACLA Section 8, Financial Literacy Workshops, Mental Health Workshops, Gas Assistance Fund Program, Electric Assistance Fund Program, S.T.A.R. Program, and other programs as assigned.
  • Provide verbal or written information in response to inquiries and requests from other employees and the public; provide technical and administrative assistance.
  • Maintain and update a variety of departmental files, records, and databases; compile data and prepare reports.
  • Review applications, records, and files for completeness and conformance with established regulations and procedures.
  • Assist department employees in the performance of assigned tasks.
  • Assist with special events.
  • Exhibit integrity and displays ethical behavior.
  • Other duties as assigned.
ESSENTIAL FUNCTIONS
  • Interview, assess, and provide referrals to service users in need of specialized social services or other public assistance programs; determine and document eligibility for various social services benefits in accordance with applicable program regulations and City regulations and department procedures and policies.
  • Assess and provide viable options and resources to service users; respond to requests for service, including emergency food, shelter assistance, counseling, and advocacy.
  • Assist service users in the completion of forms, translation and interpretation of documents, notarization, and writing letters; provide advocacy on behalf of service users.
  • Monitors, maintains, and distributes various donations, network with local businesses, organizations, and community groups to secure donations.
  • Document case plan and other related information in designated case management system.
  • Report suspected child and elder abuse / neglect to Adult or Child Protective Services.
MINIMUM QUALIFICATIONS

A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. A typical combination includes:
