Deputy Chief Of Fire And Rescue Center In VITRY-EN-ARTOIS
Job DescriptionThe deputy chief of fire and rescue center in VITRY-EN-ARTOIS assumes the leadership of the fire center as an assistant. He/she implements, under the authority of the chief of fire and rescue center, the territorial policy of the SDIS 62 within his/her unit. He/she ensures the interface between his/her center, the functional and territorial groupings, the prefectural body, the elected officials and the partner services.
He/she animates and coordinates the teams and ensures the operational maintenance of the center. Challenges
- Optimize the management of the fire and rescue center;
- Develop administrative and operational management tools;
- Ensure the proper distribution of relief within the framework defined by the operational regulation (OR);
- Participate in the recruitment and retention of volunteer firefighters. Main duties Under the authority of the chief of the fire and rescue center:
- Ensure the maintenance of the operational capacity of personnel, materials, equipment and/or vehicles;
- Translate the strategic orientations of the SDIS within his/her fire and rescue center;
- Propose and implement a policy of optimization of activities within his/her fire and rescue center;
- Animate, coordinate and control the activity of his/her collaborators;
- Ensure the management of individuals and the collective;
- Participate in the evaluation of risks and in the implementation of prevention and forecasting missions in his/her sector;
- Define performance indicators and evaluation of activities;
- Ensure the diffusion of information within his/her entity;
- Apply the specific safety rules and the rules of hygiene, health and safety at work;
- Ensure the organization of the center on administrative, financial and technical plans;
- Ensure the visibility, representation and promotion of the fire and rescue center;
- Participate in departmental projects;
- Translate the departmental policy in favor of volunteerism and citizenship. Operational duties
- Hold the operational position related to the grade, subject to medical aptitude
Knowledge
- Knowledge of the organization, functioning and regulatory documents of SDIS
62 (RI, RO…);
- Institutional and local partner environments;
- Knowledge of the operational environment (operational sector, specificities forecasting, prevention...) ;
- Knowledge of procedures;
- Internal information procedures and circuits;
- Knowledge of management techniques and tools;
- Working time rules for firefighters and administrative, technical and specialized personnel;
- Procedure for engaging volunteer firefighters;
- Regulations on hygiene, health and safety;
- Principles of preserving psychological potential;
- Management dashboards and indicators;
- Business software and applications. Know-how
- Optimize the management of human, material and building resources;
- Organize and have the verification of materials, vehicles and/or equipment checked;
- Manage staff schedules (professional and volunteer firefighters), leave and absences while ensuring the achievement of daily operational potential;
- Implement and enforce regulations, notes and procedures;
- Analyze, formalize facts and initiate disciplinary procedures;
- Ensure social and psychological monitoring of staff;
- Control and enforce hygiene, health and safety rules;
- Conduct or have conducted recruitment interviews for volunteer firefighters;
- Define with the hierarchical line the modalities of implementation of political and strategic orientations;
- Define local orientations and design the tools of declination;
- Plan the stages and mobilization of resources (human, technical, financial), evaluate its conduct and implementation;
- Develop relevant activity indicators and dashboards;
- Analyze the risks of his/her sector and measure the stakes;
- Organize relevant communication within his/her entity;
