Position Overview
The Division of Rehabilitation Services (DRS) is the state's lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Assistant Bureau Chief overseeing staff and direct services provided in the Vocational Rehabilitation and Home Services Programs in the Bureau of Customer and Community Field Services in Region
5. Region 5 covers Southern Illinois.
The Division of Rehabilitation Services is seeking to hire a dynamic and organized Assistant Bureau Chief with strong communication and leadership skills.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in a rehabilitation, counseling, social or human services field. Requires four (4) years progressively responsible professional experience in the supervision of direct services to individuals with disabilities in vocational rehabilitation and home service programs.
Preferred Qualifications
Four (4) years of professional experience working with federal statutes related to rehabilitation programs such as the Rehabilitation Act and amendments, the Social Security Act, Individuals with Disabilities Education Act (IDEA), Workforce Innovative Opportunities Act (WIOA), and the Americans with Disabilities Act, etc. Four (4) years of professional experience working with Federal and State regulations and procedures developing plans to meet the diverse service needs of individuals with disabilities.
Four (4) years of professional experience with administering a rehabilitation service-delivery program for persons with disabilities for a public or private organization. Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations. Three (3) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include state agency officials, the public, legislators, employers, internal and external stakeholders, community service providers, professional and lay groups, and employees.
Two (2) years of professional experience establishing, maintaining, and nurturing effective working relationships in communities served and developing/implementing recommendations for service needs for unserved and underserved populations.
Conditions of Employment
Requires ability to travel. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
