Position Overview

Air Force Civilian Service is looking for a full‑time Management and Program Analyst (GG‑0343‑14) to serve as Cyber Capabilities Center Liaison Officer at HAF Warfighter Communications, Operating Location Scott AFB, Belleville, Illinois.

Salary: $128,967 – $167,663 based on experience.

Telework: 20% may be authorized.

Probation: 1‑year or 2‑year trial period depending on position type.

Responsibilities

• Serve as Cyber Capabilities Center Liaison Officer facilitating discovery and synchronization of material and non‑material integration efforts to lead USAF Cryptographic Modernization.

• Provide senior‑level decision support across the Air Force by integrating C4

ISR innovation efforts.

• Act as program analyst for emerging technologies, waveforms, and capabilities affecting Air Force mission capabilities.

• Advise Deputy Chief of Staff for Warfighter Communications and Cyber Systems on requirements, acquisition, programming, and integration corporate structures.

• Develop planning, programming, and acquisition strategies and policies, including integration with joint and interagency assets.

• Lead critical transitions to quantum‑resistant algorithms and ensure alignment with ABMS and CSAF operational imperatives.

Qualifications
  • U.S. Citizen
  • Drug Test Designated Position
  • Must obtain and maintain a “Top Secret” clearance with SCI access
  • Knowledge of DoD, Joint, and Air Force command and control, cyber operations, interconnected systems, communications networks, and data sources
  • Comprehensive knowledge of acquisition, programming, budgeting, and architecture management processes, including agile acquisition
  • Critical thinking and problem‑solving skills for complex analysis of waveforms, capabilities, and systems
  • Leadership skills – setting objectives, responsibilities, priorities, and deadlines
  • Knowledge of requirements, programs, acquisitions, systems, operations, installation, and maintenance practices at Air Force, DoD, and National levels; safety and security regulations
  • Strong written and oral communication, briefing, chairing meetings, leading task forces, preparing reports at General Officer/SES level; proficiency with MS Office
  • Ability to develop and maintain contacts and communicate with senior leaders across Air Force, DoD, and federal agencies; executive‑level interaction
