Job SummaryUnder general supervision of the Community Development Director, the Planner serves as a guide to planning and building permit applicants, communicates with the public on planning issues, collaborates across departments and with regional partners, assists in long‑range planning and policy development, and enforces City ordinances with consistency and compassion.
Key Responsibilities Planning and Zoning- Educate and assist the public, property owners, realtors, contractors, developers, engineers, and architects on city planning and zoning matters and relevant code applications.
- Review routine land‑use applications (conditional use permits, design review, subdivisions) for compliance and maintain accurate project records.
- Analyze and compile data and maps to support land‑use and planning decisions.
- Ensure compliance with the Idaho Open Meeting Law, Local Land Use Planning Act, and other legal requirements.
- Prepare reports and recommendations for the Planning and Zoning Commission and Common Council meetings.
- Assist with Comprehensive Plan updates, code revisions, and proposals on planning and zoning topics.
- Provide information to elected officials and coordinate development proposals with City staff.
- Investigate citizen complaints regarding zoning violations and coordinate enforcement actions.
- Administer fee collection for planning and zoning applications.
- Represent the City in interactions with public, private agencies, media, and citizens.
- Answer phones, respond to emails, and interact with the public.
- Attend Common Council and Planning and Zoning Commission meetings as required.
- Perform other related duties as assigned.
- Assist the public and applicants with building permits and related processes.
- Analyze permits for compliance with zoning, floodplain, and entitlements.
- Administer building permit applications, fees, and collections; forward applications to the Building Official.
- Issue administrative permits (sign, fence, encroachment, sewer, water, etc.) in collaboration with relevant departments.
- Maintain records of applications, permits, and inspection reports.
- Compile data and reports for internal and external use.
- Address building and zoning code violations and provide remediation instructions.
- Attend Common Council and Planning and Zoning Commission meetings as needed.
- Perform other related duties as assigned.
- Assist in preparing grant applications and post‑award administration.
- Support the planning of community events.
Education and Experience
- Bachelor’s degree in planning, political science, geography, or a closely related field from a four‑year college or university.
- OR
- Technical program graduation or high school diploma plus two (2) years of experience in planning, zoning, government relations, or a comparable combination of education and experience.
- Must possess a valid Idaho Driver License.
- Knowledge of city ordinances and ability to interpret and communicate them.
- Understanding of community development practices, local government operations, map reading, and public relations principles.
- Proficiency in Microsoft Word, PowerPoint, Excel, and other analytical and communication software.
- Ability to prepare effective documents for officials and agencies.
- Ability to disseminate accurate information to the public influencing development decisions.
- Excellent verbal and written communication skills, including public presentations at city meetings.
- Strong customer service orientation.
- Personal computer (word processing, spreadsheets, PDF software), phone, copier and related equipment.
- Verbal communication with public and stakeholders, including in person, group meetings, and telephone or video calls.
- Occasional walking, driving, and bicycling.
- Occasional lifting or moving up to 25 pounds.
- Primarily office setting with quiet noise levels.
- Site visits may include noise, uneven footing, inclement weather, and similar conditions.

Salary Range$46,000–$56,500
