Job Purpose &Position Overview
As the Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Compliance Officer, you will perform a wide range of SMART duties, abilities requiring some independent judgment and on the spot decisions. Will develop and implement special community forums devoted to the Sex Offender Registration Notification Act (SORNA). Will provide community orientation sessions on SORNA. Will provide forums to local residents to address concerns on local law enforcement issues and programs pertaining to SORNA.
Will assist Tribal programs, the U.S. Attorney’s Office, U.S. Marshals, and the Tribal Court on follow up of individual cases as needed. Will respond to calls concerning SORNA under Tribal, Federal, State and local laws. Incumbent will aggressively enforce all laws and regulations within their authority related to SORNA. May require administering first aid when necessary and other equipment and techniques or as appropriate.
Job Duties /Responsibilities

- Administer first aid when necessary and other equipment and techniques as appropriate
- Develop and implement special community orientation sessions on law enforcement issues and programs pertaining to SORNA.
- Provide community orientations on SORNA involving written and oral presentations to community groups and organizations.
- Work with law enforcement personnel to address community concerns related to SORNA, and review community input for issue resolution where applicable.
- Assist tribal programs and tribal court on follow-up of individual SORNA cases as requested; requests will be reviewed and approved by supervisor before case follow up will begin.
- Respond to calls concerning SORNA under Tribal, Federal, State and local laws.
- Position will serve as the primary point of contact on the Winnebago Tribe of Nebraska reservation to receive and manage Sex Offender Registry information, including monitoring of required reporting, addresses of known sex offenders and a map detailing locations of sex offenders for Police Department use.
- Responsible for oversight of SORNA Exchange portal (i.e. kiosk), including periodic checks to ensure functionality of devises. Ensure records/data made electronically are accessible for inclusion in Winnebago Police Department sex offender registries.
- Knowledge of budgetary practices and procedures
- Ensure Winnebago Tribe Sex Offender Registry website is updated regularly with current reporting information.
- Experienced in the use of computers with standard office software
- Make arrests in Sex Offender violation cases; take persons arrested before the appropriate authority for booking or formal charging; testifies at hearing and trials as an expert witness in Tribal, Federal, State or local courts as required. Prepares and submits police reports, submits daily and weekly activity reports, including narrative and statistical reports, as required.
- Will submit SMART Office-Progress Reports each period as required to the United States Department of Justice
- Will be responsible for fulfilling the objectives stated in the annual work plan as developed jointly by law enforcement and tribal administration and approved through the tribal SORNA grant.
- Coordination, management, and administration of SORNA Project. Shall implement and perform requirements as stated in the SORNA grant
- Shall supervise the SMART Data Entry Office Assistant in required SORNA grant goals and objectives.
- Manages project budget and fiscal responsibilities per Tribal, State, Federal regulations.
- Complete and submit all required grant reports to funder and Tribal Grant and Contract Specialist prior to due dates. Will initiate all data reporting for SORNA as required. Maintain project records and data as required by grantor.
