Position Overview
At Air Force Civilian Service, you will lead the transformation of national security infrastructure as a Cloud Service Manager and Planner. This high‑impact leadership role focuses on modernizing enterprise systems by architecting, scaling, and managing secure, resilient multi‑cloud environments at Offutt Air Force Base, Nebraska (NE) in Bellevue, NE.
This position is a DoD Cyber Excepted Service (CES) Personnel System position aligned under authorities of Section 1599f, Title 10, Chapter 81 United States Code and DOD Instruction 1400.25‑V3007.
Salary Range: US $107,446 – $146,848 based on experience. Up to 20% telework possible.
Responsibilities- Provide senior‑level technical cloud service support and expert analysis for the Cloud and Enterprise Services portfolio within the Future Operations and Plans Division.
- Deliver technical assessments and recommendations to J65 Future Operations and Plans Division, J6 Director of C4 Systems, and Chief Information Officer staff.
- Support the Contracting Officer’s Representative (COR) by assisting with technical evaluations, monitoring contractor performance, and reviewing deliverables for cloud and enterprise service contracts.
- Analyze cloud cost and usage data to identify consumption trends, cost drivers, and opportunities for optimization.
- Collaborate and coordinate with stakeholders to gain acceptance of technical recommendations and ensure consistent application of established procedures.
- Apply risk‑management processes, assessing and mitigating operational and technical risks in cloud environments.
- U.S. citizenship required.
- Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
- Experience with AWS, Azure, Google Cloud, IaaS, PaaS, SaaS, Fin Ops, Cloud Security, IT Modernization, Systems Integration, Risk Management, FedRAMP, DISA STIGs, NIST 800‑53, IL5 / IL6, Zero‑Trust Architecture, AWS Gov Cloud, Azure Government.
- Knowledge of cloud and network technical architecture, including network concepts, security principles, and methods for integrating cloud solutions into existing environments.
- Strong technical planning and requirements analysis skills to translate mission needs into actionable technical tasks and short‑ to mid‑range implementation activities.
- Ability to identify, analyze, and apply established policies, standards, and security requirements to cloud and network systems.
- Knowledge of financial and acquisition support processes, including cost‑benefit analysis and assistance to the COR with technical evaluations and contractor performance monitoring.
- Drug testing required.
- Cyberspace Qualification is a condition of employment; this position includes Cyberspace work.

- Required 3‑year probationary period for new federal government appointments.
- CES applies and documents Veterans’ Preference in accordance with DoDI 1400.25, Volume 3005.
