Senior Contract Administrator

Terra Power, LLC. is seeking to contract with a highly capable and motivated Contract Administrator who will report directly to the Director of Procurement to perform duties including sourcing, evaluating, price reasonableness, negotiating, subcontract administration, and closeouts. This position will also be responsible for supporting the development of new suppliers. This position contributes to enhancing the success of projects by limiting the overall risks and liability associated with supplier sourcing, pricing, evaluating, negotiating, performance and delivery of equipment, materials, completion of services and/or construction.

The ideal candidate will demonstrate a commitment to excellence and flexibility with confidence, and an ability to interface with suppliers, consultants, management and colleagues in a professional, and proactive manner. The Senior Contract Administrator collaborates with the larger Supply Management, project teams and other support functions to coordinate the review of client contracts and provides negotiation support when required.

Responsibilities
  • Initiate and manage complex subcontracts from pre‑award to post‑award, focusing on performance, change control, quality, cost and schedule.
  • Work with requestors to understand procurement requirements and ensure correct goods or services are procured.
  • Select appropriate terms and conditions for procurements.
  • Review statements of work to ensure clarity and avoid ambiguity.
  • Prepare and manage RFP, RFQ and EOI activities.
  • Ensure procurement activities comply with prime contract requirements and company policies.
  • Perform cost and price analysis.
  • Draft procurement summaries/basis for awards.
  • Establish and maintain internal and external customer and supplier relationships.
  • Conduct market research to identify potential sources for competitive bidding.
  • Negotiate pricing and other terms with potential suppliers.
  • Issue subcontracts or other agreements to suppliers.
  • Drive cost efficiency while maintaining quality and technical performance.
  • Assist in resolving subcontract interpretations, design iterations, material changes and schedule constraints involving the technical representative or supplier project engineer.
  • Notify management of deficiencies or actions that may jeopardize performance.
  • Monitor and expedite orders to ensure on‑time delivery.
  • Verify receipt of items and resolve receipt and payment discrepancies.
  • Maintain complete and accurate procurement files and records.
  • Perform subcontract closeouts in a timely manner.
  • Perform other procurement and/or contracting duties as assigned.
Qualifications and Skills
  • Experience executing subcontracts in accordance with FAR and/or 2 CFR 200 procurement standards.
  • Experience issuing, awarding, and managing flexibly priced subcontracts.
  • Complete understanding of federal cost principles.
  • Experience handling export‑controlled information.
  • Minimum eight years of experience in purchasing, procurement, subcontract/contract management.
  • Bachelor’s degree or higher in business, supply chain, or related program.
  • Ability to perform job duties with little to no supervision.
  • Experience working in a fast‑paced environment and sizable workload.
  • Nuclear industry experience preferred.
  • Technical background a plus.
  • Experience implementing successful interface, contracting and/or procurement strategies.
  • Strong organizational skills and ability to work collaboratively in a team environment.
  • Proficient in Excel, Word and PowerPoint.
  • High degree of trust and integrity, open communication, respect and a desire to foster teamwork.
Physical Requirements

Job functions include sitting for extended periods, bending/stooping, grasping/gripping, fine motor control (hands). Minimal physical exertion and/or requirements, with ability to safely lift up to 25 pounds. Prolonged repetitive work. Visual and audio focused work. Stairs, typing/keyboard, standard and/or sitting working environment of >8 hours/day. Travel required 0-10%.

Salary & Benefits

Salary range: $117,922 - $176,833.
