SeniorContract Administrator
The Senior Contract Administrator reports to the Director of Procurement and is responsible for sourcing, evaluating, pricing, negotiating, and managing subcontract administration and closeouts. This role supports the development of new suppliers and coordinates reviews of client contracts, providing negotiation support as needed. The ideal candidate is proactive, excellent communicators, and works effectively with suppliers, consultants, and cross‑functional teams.
Responsibilities- Initiate and manage complex subcontracts from pre‑award to post‑award, focusing on performance, change control, quality, cost, and schedule.
- Collaborate with requestors to understand procurement requirements and ensure the correct goods or services are procured.
- Select appropriate terms and conditions for procurements.
- Review Statements of Work to ensure clarity and eliminate ambiguity.
- Prepare and manage Requests for Proposals (RFP), Requests for Quotes (RFQ), and Expressions of Interest (EOI).
- Ensure procurement activities comply with prime contract requirements and company policies.
- Conduct cost and price analysis.
- Draft procurement summaries/basis for awards.
- Maintain internal and external customer and supplier relationships.
- Perform market research to identify potential sources for competitive bidding.
- Negotiate pricing and terms with potential suppliers.
- Issue subcontracts or other agreements to suppliers.
- Drive cost efficiency while maintaining quality and technical performance.
- Resolve subcontract interpretations, design iterations, material changes, and schedule constraints with suppliers and technical representatives.
- Notify management of deficiencies or actions that may jeopardise supplier performance.
- Monitor and expedite orders to ensure on‑time delivery.
- Verify receipt of items and resolve receipt and payment discrepancies.
- Maintain complete and accurate procurement files and records.
- Perform subcontract closeouts in a timely manner.
- Other procurement and contracting duties as assigned.
- Experience executing subcontracts in accordance with FAR and/or 2 CFR 200 Procurement Standards.
- Experience issuing, awarding, and managing flexibly priced subcontracts.
- Strong understanding of federal cost principles.
- Experience handling export‑controlled information.
- Minimum eight years of experience in purchasing, procurement, subcontract/contract management.
- Bachelor’s degree or higher in Business, Supply Chain, or related program.
- Ability to perform job duties with little to no supervision.
- Experience working in a fast‑paced environment with a sizable workload.
- Nuclear industry experience is preferred.
- Technical background is a plus.
- Experience implementing successful interface, contracting, and procurement strategies.
- Strong organizational skills and teamwork orientation.
- Proficiency in Excel, Word, and PowerPoint.
- High integrity, clear communication, and respect for teamwork.
- Motor Abilities:
Sitting for extended periods, bending/stooping, grasping/gripping, fine motor control. - Physical exertion:
Minimal, with ability to lift up to 25 pounds. - Special Senses:
Visual and audio focused work. - Work Conditions:
Stairs, typing/keyboard, standard sitting environment >8 hours/day. - Travel: 0–10%
- Competitive Compensation (Salary range: $117,922 – $176,833, Washington State).
