Program Manager - Public Funding & Compliance Operations (100% Remote) / Seattle, WA
About the Opportunity
- We are seeking a highly organized and proactive Program Manager to support a large-scale public funding initiative focused on expanding broadband infrastructure and digital access.
- This role is ideal for someone who thrives in a fast-paced environment, enjoys building operational frameworks from the ground up, and has a proven track record managing complex programs involving multiple stakeholders, jurisdictions, and regulatory requirements.
- You will play a critical role in developing reporting infrastructure, driving cross-functional alignment, managing compliance processes, and ensuring audit readiness across multiple work streams.
You'll work with diverse stakeholders, influence critical outcomes, and play a visible role in delivering meaningful infrastructure investments to communities across the country.

Reporting & Program Infrastructure
- Design and implement reporting and tracking systems to support regulatory reporting obligations.
- Develop deadline-management frameworks, submission workflows, reporting calendars, and governance processes.
- Create operational mechanisms that improve visibility, accountability, and execution across multiple work streams.
- Build and maintain centralized systems for tracking state-specific requirements, reporting deadlines, and compliance obligations.
- Coordinate activities across multiple states, agencies, regions, and stakeholder groups.
- Align competing timelines, priorities, and requirements across geographically dispersed teams.
- Partner with Finance, Legal, Operations, Enablement, and other internal teams to ensure reporting inputs are delivered accurately and on time.
- Lead governance rhythms, reporting cadences, status reviews, and stakeholder communications.
- Influence and drive alignment across teams without direct authority.
- Support implementation of documentation repositories, version-control processes, and compliance evidence-tracking systems.
- Maintain audit-ready records and reporting documentation.
- Conduct compliance gap analyses and establish process controls that support federal and state program requirements.
Must-Have Experience
- Experience supporting BEAD (Broadband Equity, Access, and Deployment) programs or similar public funding, grant, government, infrastructure, or regulatory initiatives.
- Program management experience involving multiple stakeholders, work streams, and dependencies.
- Experience building reporting frameworks, governance processes, and operational tracking systems.
- Strong documentation, compliance, and audit-readiness experience.
- Ability to coordinate across multiple organizations, teams, regions, or jurisdictions.
- Experience supporting broadband, telecommunications, infrastructure, or government-funded programs.
- Experience with public funding programs in New York and/or California.
- Experience working with regulatory reporting, compliance audits, grants management, or government programs.
This is a Contract position based out of Bellevue, WA.
Pay and Benefits
The pay range for this position is $45.00 - $48.00/hr.
